Description

Concerns having the ability to support Advanced National Seismic System (ANSS) National Operations Center (NOC) production software are requested to provide written notification (including telephone and point of contact) to the procuring office above. These systems will include but not be limited to Earthworm, Response Hydra, Bulletin Hydra, Oracle-based WaveServer and MetaData Server. Katylyst Integration offers unique qualifications in the following areas that are considered essential to the requirement. There unique and essential qualifications include: in-depth knowledge and years of professional experience with the ORACLE DBMS, the DBMS used in the Earthworm projects; the development of C based API to interface C and C++ programs to the Oracle DBMS using high performance OCI libraries; Oracle administrative experience including installation, configuration, administration, maintenance, and performance tuning; developed stored procedures and views for Oracle in PL/SQL; designed existing Earthworm and HYDRA DBMS schema tables; chief developer of the Hydra Schema and is in an excellent position to enhance the schema for Bulletin Hydra, Regional Hydra and the MetaData Server; developed the existing C-based Oracle API for the Earthworm and Hydra DBMS projects; maintain the Hydra GLASS Associator code; written critical portions of the Hydra and Earthworm DBMS system. Based on the information available at this time and in accordance with FAR 6.302-1(b)(1)(i), the government considers the item specified as a sole source from Katylyst Integration, Arroyo Grande, CA and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Concerns who feel that they can furnish the required item or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials that correspond to the required items to determine if competitive opportunities exist. No solicitation document exists, therefore, requirements for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement.
