Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice and using simplified acquisition procedures in FAR Part 13.5. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Contracts Department at Naval Air Warfare Center Weapons Division, Point Mugu, California intends to procure on a brand name only basis, 24 each DC-to-AC Power Inverters, Energy Technologies Part Number ETI0018-201BAA (see specifications below). This equipment has been identified to meet the hardware baseline requirements for a tactical fielding solution for the Marine Corps' TCAC RAWS program. The intent of this order is to ensure that this hardware procured will meet the requirements as dictated by the TCAC System Requirements Specification. The DC-to-AC Inverter will provide the TCAC RAWS the capability to operate using 24 VDC military vehicle power. Upon fielding, this hardware will support real world combat operations for scheduled and currently deployed Fleet Marine Forces. GOVERNMENT SPECIFICATION FOR TACTICAL DC/AC POWER INVERTER 1. Description. The item to be procured is a Tactical DC/AC Power Inverter meeting the specification requirements of paragraph 3.0 below and the requirements of government drawing 01365-05013A8332. 2. Intended Use. The Tactical DC/AC Power Inverter to be procured under this specification is to be used with the AN/UYQ-83A Technical Control and Analysis Center (TCAC) Remote Analyst Workstations (RAWS). The Tactical DC/AC Power Inverter is used to convert 24 VDC vehicle power to 120 VAC 60 Hz power to operate the TCAC RAWS equipment. The TCAC RAWS is a mobile system that is required to operate from a variety of power sources including vehicle power supplied by military vehicles. This unit provides the essential capability to operate from 24 VDC vehicle power. The system is exposed to extreme environmental conditions (i.e. high and low temperatures, sunlight, rain, salt air, sea water), and very fine dust. 3. Detailed Specifications. The Tactical DC/AC Power Inverter shall meet the following detailed specifications: 3.1 AC Output Specifications a. Output Voltage: 120 VAC Sine Wave Output b. Output Power Rating: 3000 VA or 1800 Watts Continuous c. Output Voltage Regulation: -10% to +4.0% dynamic d. Output Frequency: 60 Hz ?0.5% e. Harmonic Distortion: Less than 3.0% THD f. Output Protection: Over-Current Protection g. Overload Surge Capacity: 2900 Watts surge for 5 seconds h. Output Receptacles: (2) NEMA 5-20R and (1) NEMA 5-15R duplex receptacles i. Circuit Protection: Circuit Breaker protection for each duplex receptacle j. Ground Fault Protection: GFCI, Ground Fault Circuit Interrupter 3.2 DC Input Specifications a. Input Voltage: 20-32 VDC - Nominal 24 VDC b. Input Connector: NATO Slave Female Connector c. Input Circuit Protection: Circuit Breaker 3.3 Mechanical Requirements a. Housing: Military grade transit case, water tight with pressure release valve. b. Overall Dimensions: Not to exceed 19" x 20" x 16.4" c. Cooling: Positive Pressure Fan d. Air Filter: Easy Clean intake air filter 3.4 Environmental Requirements a. Operating temperature: 32?F to 140?F (0?C to 60?C) b. Storage temperature: -22?F to 158?F (-30?C to 70?C) c. Operating Humidity: 0 to 95% Relative Humidity, non-condensing d. Operating Elevation: up to 10,000 ft (3,048 meters) e. Storage Elevation: Up to 40,000 ft (12,192 meters) f. EMI Protection: EMI/RFI FCC Part 15, Class B Standard The following FAR clauses apply to this acquisition: 52.212-4, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.232-33, 52.233-3, 52.243-5, 52.246-1, 52.253-1, 252.204-7003, 252.204-7004 Alt A, 252.225-7001, 252.232-7003, 5252.246-9535, 5252.247-9517. Any firms believing they can provide the DC-to-AC Inverters may submit a written response to be received at the Contracting Office no later than 10 days after publication of this notice. It must clearly show the firm?s ability to be responsive without compromising the quality, accuracy or reliability of the data without causing programmatic hardship.
