Description
This source selection procurement consists of one solicitation with the intent to award up to five (5) indefinite delivery indefinite quantity Multiple Award Construction Contracts (MACC). The work (tasks) will generally provide all labor, transportation, equipment, materials, tools, supplies, engineering, supervision, and administration services needed to complete the scope of work. The scope includes new construction, renovation/modernization and routine repair/maintenance of Government shore-based facilities in the Territory of Guam. A list of facility types are identified in the P72, Facility Category Codes, publication. The work shall also include sampling, testing, removal, and disposal of lead contaminated paint, asbestos and other hazardous materials. The location of the work is within the island of Guam. Occasionally work may be required at Federal or military facilities and installations in the Northern Mariana Islands. The Seed Project identified for award of the contracts is Work Request 32510c Correct AIS Deficiencies at Bldg. 582 Camp Covington. The estimated price range for the Seed Project is between $250,000 and $500,000. This procurement will be an indefinite delivery indefinite quantity MACC with a base period and three (3) option periods. The performance-period requirements will be 365 calendar days from date of award for the base period and option periods. Task orders will have a not-to-exceed limit of $500,000. The maximum amount is $20,000,000 per period. The $20M threshold is the combined total of all awarded contracts. The maximum value over the four periods is $80,000,000 for all awarded contracts. The minimum guarantee is $25,000 for each contract for the base period only. Award will be made to the responsible offerors whose proposals, conforming to the Request for Proposal, will be most advantageous to the Government resulting in the best value, price and other factors considered. After award of the initial contracts, the awardees will compete for task orders based on either best value or low price technically acceptable to the Government. Evaluation of contract award is based on the following factors: Factor A Past Performance; Factor B Key Personnel Experience; Factor C Management Plan; Factor D Safety; and Factor E Price. Contract award will be made to the offerors representing the best value to the Government from a technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. Price will be based on the Seed Project. The solicitation will be issued on or about 6 July 2006. Proposals will be due on or about 7 August 2006 at NAVFAC Marianas at the time specified in the solicitation. In accordance with Federal Acquisition Regulation 5.102(a)(1), availability of the solicitation will be limited to the electronic medium; the solicitation will be available for download via the Internet World Wide Web at http://esol.navfac.navy.mil. All prospective offerors and planholders must register as planholders on the website in order to receive a copy of the solicitation. NO HARD COPIES WILL BE PROVIDED. The official planholders list will be maintained on and can be printed from the website.The Government will NOT provide a complete name, address, phone number including area code, offeror type, prime contractor, subcontractor, supplier, etc., e-mail address and type of business; large, small, small disadvantaged, women owned, etc.. Notification of any amendments to the solicitation will only be made on the ESOL website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION. This procurement is limited to 8(a) firms certified for participation in the 8(a) Program who are serviced by the U.S. Small Business Administration (SBA), Hawaii District Office, 300 Ala Moana Boulevard, Ste. 2-235, Honolulu, Hawaii 96850. Firms that are not serviced by the Hawaii District Office, but who have verifiable office and employees located within the geographic area serviced by the Hawaii District Office at the time of this FedBizOpps announcement, are also eligible to submit offers. All other firms are deemed ineligible to submit offers. The North American Industry Classification System (NAICS) Code is 236220. There is no requirement that 8(a) firms have NAICS Code 236220 approved by the SBA for use in their business plans.
