17. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command intends to award a sole source contract modification to Textron Systems Corporation, 201 Lowell Street, Wilmington MA 01887, for the systems engineering for the systems and subsystems related to the Electro-Optical Systems. The Contractor will provide the Pacific Missile Range Facility (PMRF) with software and hardware upgrades to the basic optical capabilities while continuing to study the best ways to expand and improve these capabilities in the future. These upgrades will be state of the art technologies including, but not limited to, telescopes, cameras, data recording systems, mounts and pre-product improvements items. Textron Corporation originally developed the Stabilized High-Accuracy Optical Tracking System (SHOTS) for the Navy, as well as the Observatory Control System (OCS) for the Air Force and adapted the core of the OCS for use as the SHOTS MCS. The Textron developed mount control system is the only known system with the level of stabilization required to operate this large aperture telescope on board a ship. Synchronization of mission planning, operations, and intelligence functions at all levels relative to the operation of SHOTS MCS is crucial to meeting the mission schedule and minimizing any impact to either fleet readiness or national defense. No other contractor has the experience and capability to provide the accuracy required to track ballistic missiles from a ship at sea. The period of performance will be from date of contract award for twelve months thereafter, with four options for an additional twelve months each. This contract will be awarded pursuant to 10 USC 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
