- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) has a requirement to fabricate, install and perform system checkout of an unmanned surface vehicle (USV) command and control (C2) system for the NUWCDIVNPT USV. This new C2 system will incorporate new features that simplify previous designs based on experience gained through fabrication, installation and system operational and verification testing performed on previous systems. NUWCDIVNPT intends to award a sole source, Firm Fixed Price contract to Science Applications International Corporation (SAIC), for these services. SAIC was involved in the previous fabrications, installations and testing of C2 systems and has unique knowledge and expertise. Using their knowledge and expertise, SAIC will be able to provide the best layout of the new system as well as know what weaknesses in previous systems to avoid for the new system.
