- Description
- The Fleet and Industrial Supply Center San Diego, Regional Contract Department has a requirement for the publication and distribution of a Civilian Enterprise (CE) Base Newspaper, the ?Navy Compass? for the Commander Navy Region Southwest. This effort will be a weekly publication and will be distributed to various Naval Bases and Naval Installations across the Southwest Region. All proceeds from the sale of advertisements shall belong to the publisher, who shall look exclusively to such advertising for all publishing costs and profits, and shall constitute consideration. It is anticipated that the contract shall be awarded for a base period of one year and will provide for four additional one year option periods for a total not to exceed five years. It must be noted that CE contracts are not subject to Federal Acquisition Regulations (FAR) or the Defense Federal Acquisition Regulation Supplement (DFARS), since they are based on an exception to the Government Printing and Binding Regulations published by the Congressional Joint Committee on Printing. All offerors will be required so submit a technical proposal in accordance with the instructions in the solicitation. Interested parties shall obtain a copy of solicitation N00244-06-T-0702 by visiting the Navy Electronic Commerce On-Line website at www.neco.navy.mil.
