- SPAWARSYSCEN Charleston intends to issue a Request for Proposal (RFP) for highly technical and complex support services to support U.S. tactical and strategic operations with emphasis being Joint Medical Information Systems (JMIS) Information Assurance (IA). This requires expertise in the full range of IA disciplines that includes, but is not limited to, Network Security, Security Life Cycle Management, Governance, Certification and Accreditation, Risk Management, Security Awareness, Training and Education, Security Engineering, Cryptographic Repair, Crypto Modernization, and Cross Domain Solutions. The required support services encompass the following: design, research, analysis, engineering, budgeting, scheduling, program management, procurement, evaluation, software support, systems integration, installation, maintenance, certification, testing, training, configuration management, logistics, operations, and acquisition support. The primary places of performance include Charleston, SC and Washington, DC, and other locations worldwide. The subject procurement is being solicited as an unrestricted competitive procurement.The Government intends to make a single award of an Indefinite Delivery/Indefinite Quantity performance-based type service contract with provisions for CPIF/CPFF and Fixed Price delivery/task orders. Award will be made on a best value basis, considering cost, corporate experience, past performance, personnel qualifications, and other factors. The period of performance will be a base year with four (4) one-year option periods. The applicable NAICS code is 541330 with a size standard of $25 million. It is anticipated that the solicitation will be available on or about 14 July 2006 on the SPAWAR E-Commerce Website: https://e-commerce.spawar.navy.mil.
