Description
MARKET RESEARCH SYNOPSIS The Marine Corps Warfighting Laboratory (MCWL) seeks to obtain market research information from sources capable of fully satisfying a Server-based Machine Language Translator (S-MLT) identified herein that may be procured in the near future. This market research is for informational purposes only and should not be construed as a commitment of any kind. Any information received, in whole or in part, may be used to create the resulting acquisition strategy for the proposed requirements. Responders will not be reimbursed for any information received and are encouraged not to provide proprietary data or business sensitive information as any information received may be used by the Government and/or released to the public. The Government is primarily focused on seeking suitable commercial and non-developmental items or commercial items that can be easily modified to meet existing Government requirements. If no such commercial/non-developmental items currently exist, the Government may entertain the procurement of developmental items based on the information received as a result of this market research. Information on capable sources is sought for a SYSTEM that meets the following requirements: Server-based translation engine over a portable device connected by a secure communication network with: o Two way speech to speech translation in English and Arabic (Modern Standard Arabic, but Iraqi dialect preferred) o Default recording capability with ability to easily retrieve recorded information. o Near real-time translation; less than 10 second translation delay. Secondary translation means: human translator call-back capability as a secondary method. Media translation with recording capability that includes the following forms of media: o Radio/TV Broadcast translation that can also be accessed on a laptop or web-based o Webpage translation o Chat Translation Sources capable of providing a SYSTEM that meet the requirements above shall provide the information below in the format identified below: ADMINISTRATIVE INFORMATION. 1. Company name 2. Associated companies for this product (S-MLT). Specify which component of the system each company focuses on. 3. Technical point of contact (name/phone/e-mail) 4. Business, contracts, and marketing office points of contact (name/phone/e-mail) 5. Notification of business size and/or special status 6. Any additional information that may be useful to the successful procurement of the requirements, if solicited 7. Webpage with product information, if applicable TECHNICAL INFORMATION 8. Product/company experience in speech to speech translation. (Please specify and include any work with government agencies and labs to include project names and dates of participation). 9. Translation engine specifications that will result in requirements specified above. Include information on extent of Arabic language database and development. 10. Server specifications that will result in requirements specified above. 11. Communication specifications that will result in requirements specified above. Specify the interface that will be used between tactical radios and the translation engine network. Sources capable of fully satisfying the above requirements should submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. These expressions of interest shall adhere to a five (5) page submission limit, plus commercial marketing information or web links and all should be submitted via email to Ira D. Patterson referencing the following tracking #9068. These should be submitted on or before 26 June 2006. This market research announcement should not be considered a commitment of any kind by the Government and individual correspondence should not be expected in advance of any resulting pre-solicitation notice for the proposed requirements. Responses should be submitted in its entirety on or before 26 June 2006 in order to be reviewed and included into a brief to USMC leadership to be conducted on 29 June 2006. Information received after 26 June 2006 will be reviewed as a part of the market research conducted for this effort but will not be included into this brief.
