- This requirement has been changed from a spot buy to a Standing Price Quote, not to exceed one year. Please see revised attached Word document. All quotes already received will be considered for award unless advised differently. Please resubmit quotes if changes need to be made. New quotes will be accepted until 06/26/2006. Please see attached Word Doc for complete description. GSA, FSS intends to establish a Request for Quote for one (1) National Stock Number in the 5120 Federal Supply Class. This is a spot buy. This NSN is part of GSA?s Stock Program. All offers for this RFQ are to be FOB destination. In addition to the normal clauses that apply to GSA stock tool orders, the following clauses apply; 552.225-70 Notice of Procurement Restriction ? Hand or Measuring Tools or Stainless Steel Flatware, D-FSS-475 Bar Coding and 552.246-70 Source Inspection applies, D-FSS-468 Non-Manufactured Wood Package Material to European Union (Nov 2001). The Government will make award to the responsible offeror whose offer, conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Past Performance, Delivery, and Price. Past Performance will be based on information obtained by GSA?s Administrative Contracting Office in Chicago, IL. Any offeror within the competitive range and has not previously performed work with GSA, (therefore does not have a performance history with GSA,) will be given the opportunity to provide references that will verify their ability to perform. Past Performance and Delivery when combined are significantly more important than price. Where proposals are determined to be essentially equal, the award will be made to the contractor submitting the lowest price.
