- Description
- The United States Special Operations Command (USSOCOM) located at MacDill Air Force Base, Florida intends to negotiate a sole source contract to Raytheon Network Centric Systems, Fort Wayne, IN, for AN/PSC-5 and AN/ARC-231 software improvements. The software improvements will implement, integrate, test and certify the latest approved Ultra High Frequency (UHF) Satellite Communications (SATCOM) military standards (i.e. MIL-STD-188-181C, -182B and -183B, also known as the Integrated Waveform (IW)). In addition the contractor will provide modification to the technical manuals, training materials, training classes, and technical assistance. The intended contract will be for IW Phase-I, which will implement MIL-STD-188-181C and MIL-STD-188-183B and will include an option for Phase II which will implement MIL-STD-188-182B for demand assignment capability. This software upgrade must interoperate and not degrade any of the current capabilities that can meet these requirements, as the software that currently operates the radio is proprietary. The authority cited for this procurement is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This synopsis does not constitute a Request for Proposals, and is not to be construed as a commitment by the Government to issue an order. See note 22.
