Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC) located at MacDill AFB, Florida intends to procure Initial and Recurrent Pilot Training to include Ground School and Flight Simulator Training for the following aircraft: Gulfstream IV-SP (8400 Series), Cessna Citation II (CE-550), Commander Jetprop (1000 Series) and DeHavilland Twin Otter (DHC-6). The contractor must be capable of providing a Multi-Engine Refresher Course and Initial Flight Training that qualifies the student with a FAA Commercial Multi-Engine Land and Instrument Rating upon course completion, as well as a separate Multi-Engine Refresher Course. The contractor must be a certified Federal Aviation Administration (FAA) Federal Aviation Regulation (FAR) Part 61, 91 or 141 agency. Evidence of Certification must be submitted at the time the offer is submitted. For standardization purposes between aircraft platforms and AOC Aircrews, the contractor must be able to provide at least two of the six training requirements listed herein. Training shall be conducted at the contractor?s facility. The Government intends to award one or more multi-year contracts under FAR Part 12 (Acquisition of Commercial Items) and FAR 15 (Contracting By Negotiation) with each contract having a term of 5 years. Each contract shall have a minimum obligation value of $100,000. This is a full and open competition solicitation. The NAICS code is 611512. All contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR) and the On-line Representations and Certifications Application (ORCA). In order to register with the CCR and ORCA and become eligible to receive an award, all offerors must have a Dun & Bradstreet Number.
