- AMENDMENT NO. 2: Proposal submission documents required in Section 4.0 below, are available by email from Sharon.S.Kent@noaa.gov. Past Performance: In lieu of previous government contracts, firms may submit project information from commercial customers for the same or similar products and dollar amounts. Additionally, it is acceptable for firms to provide a letter from the manufacturer of the Aquafix 406 PLB, ACR Electronics, detailing the successful relationship. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are not being requested, and a written solicitation will not be issued. The resulting contract will be a firm-fixed price type contract. This requirement is a small business set aside (Number Note #1). This acquisition will be processed under simplified acquisition procedures (Part 13). 1.0 SPECIFICATIONS: Furnish and deliver 300 each, AquaFix 406 GPS I/O Personal EPIRB Model PLB-200. The Government may also purchase 300 hoisters for the same model at time of contract award, if funds are available. Salient Characteristics: Size: 4.4 x 14.5 x 7.7 cm; Weight: 12 oz. without hoister; Batteries: Two Lithium battery packs with 2,500mAmp Hours at minus 20 degrees Celsius and 5 year replacement life; Material: Glass reinforced poloycarbonate blend; Storage: minus 40 degrees to plus 70 degrees Celsius; Operation: deploy antenna, press both test buttons simultaneously; Certification: FCC Approved; Warranty: 5 years; and Operational Life: in excess of 24 hours at minus 20 degrees, longer in higher ambient temperatures. 2.0 SCHEDULE: ITEM 1: Furnish and deliver AquaFix 406 GPS, Model PLB-200, FOB Destination. 300 Each Unit Price: $__________ Total Price: $____________; OPTIONAL ITEM 2: Hoister 300 Each Unit Price: $__________ Total Price: $____________; Total Items 1 and 2: $__________________ 3.0 DELIVERY: Four (4) weeks after date of award. Products are to be delivered FOB Destination to: NOAA, NMFS, Alaska Fisheries Science Center, Attn: F/AKC6, 7600 Sand Point Way NE, Seattle, WA 98115-6349. 4.0 PROPOSAL SUBMISSION - Offers must include with their offer: (1) a brief narrative clearly and concisely describing the PLB being offered ? Manufacturer?s name; brand name/model name, number, or other identifying nomenclature, (2) applicable SF-1449, Solicitation/ Contract/Order for Commercial Items form (original signature required), (3) a Schedule, (4) acknowledgement that offeror is registered in Central Central Contractor Registration (CCR) (as required by FAR 52-204-7 - For additional information and to register in CCR, access the website: http://www.ccr.gov.), and (5) acknowledgement that offeror has completed the annual representations and certifications electronically via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. 5.0 APPLICABLE FAR/CAR CLAUSES AND PROVISIONS: Full text of the Federal Acquisition Regulations (FAR) can be accessed on the Internet at www.arnet.gov/far; and Commerce Acquisition Regulation (CAR) clauses can be accessed in full text on the Internet at http://oamweb.osec.doc.gov/CAPPS_car.html, under ?local clauses? noted. Only firms that can provide the exact AquaFix 406 GPS I/O Personal EPIRB Model PLB-200 as described herein will be considered. 7.0 Brand Name Justification: The Personal Locator Beacons (PLB) transmits on 406 MHz via the COSPAS-SARSAT satellite system with a unique, digitally coded distress signal and transmits a 121.5 MHz SAR homing signal. This unit has all of the following unique characteristics which other PLBs to not have: (1) The unit must be a U.S. legal PLB or ?FCC approved?. The U.S. added two notable requirements to the international PLB standards. PLBs that are not U.S. legal cannot be registered with NOAA, (2) It must have a 406 MHz distress beacon. A 406 MHz distress beacon is more accurate than a 121.5 MHz beacon. Also, the 121.5 MHz beacon does not have GPS capability and satellite processing will cease in 2009, (3) It must be waterproof. These PLBs will be used on fishing vessels in the Bering Sea and Gulf of Alaska. Therefore, it is critical that they are designed to function in this environment, (4) It must float. To avoid loss if it is dropped in the water. Also, PLBs will not function if the antenna is entirely submerged, (5) It must have a GPS chip. Adding GPS to a PLB results in a more accurate location. It also allows instantaneous location and launch of search and rescue assets, and (6) The GPS must be both external and integrated. An external GPS allows the operator to load location information prior to abandoning a vessel. An integrated GPS allows the operator to acquire the GPS location from satellites after abandoning the vessel, which can take time. It is critical that the PLB provides both options since an operator may not have time to load the location information before abandoning the vessel.
