Description
THIS IS A NOTICE OF INTENT. IT IS NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS ARE NOT BE REQUESTED. The U.S. Coast Guard (USCG), intends to negotiate on a non-competitive basis with MTU/DaimlerChrysler to provide training to crews on OEM equipment installed on WMSL-750 through WMSL-757 ships. The Government anticipates making a fixed priced award of one base year and 4 one year options periods. This notice is not a request for competitive proposals. This requirement is to acquire Training Support for the following: Course Title: 1163 CM3 Machinery/Engine Training Operator & Maintainer Course Description: This course is designed for maintainer and operators and/or workshop personnel. The student will learn about the engine design and function, learn how to operate the engine plant, is able to identify and rectify minor faults, perform maintenance as per MTU instructions and can replace and overhaul engine subassemblies. Course Title: CE2 Electronic Maintainer Course Description: This course is designed for on board maintainers. The student will learn about system maintenance and troubleshooting and corrective actions using test/measurement equipment. Course Title: CES UNI Electronic Training Course Description: The course is designed for on board maintainers. This course focuses on the engine governor control of the MDE. Course Title: RENK Reduction Gear Maintainer Course Description: This course is designed for on board maintainers and will provide the necessary skills and knowledge in maintaining and ensuring proper operation of the Reduction Gear Course Title: Kamewa Controller Pitch Propeller (CPP) Course Description: This course is designed for on board maintainers and will provide the necessary skills and knowledge in maintaining and ensuring proper operation of the CPP system. The services included with this intended procurement include all tuition costs, production and reproduction of all course materials, commercial instructors to provide the training and use of all training aids/equipment/classrooms. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this synopsis.
