- CANCELLATION NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 0462-512018 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-08. The associated North American Industrial Classification System (NAICS) code for this procurement is 421610 with a small business size standard of 500 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Wednesday, June 21, 2006 at 14:30:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Islamabad, 00 null The Department of State requires the following items, BRAND NAME OR EQUAL, to the following: LI 001, The data logging system shall be small in size The system shall be low powered and be able to last more than a week on a single battery. RF antenna and battery pack shall be integrated to the system GPS accuracy shall be within 25m of the actual location The system shall include a Downloading device able to retrieve data from multiple Data logging systems. The downloading shall be in secure mode and shall be done within 300 feet of the logging system. The data transfer shall be over 100 records per second. Operating Temperature shall be within -20 degree to +60 degree Celsius Equivalent to: Orion Electronics Limited (www.ORION.NS.CA) , Model No. ST55-STDK, 6, EA; LI 002, The size shall be smaller than 1.5" x 1.5" x 0.5" Standby power consumption shall be less than2mA @ 9 volts (or equivalent on other voltage) Enough memory to store 300,000 records Programmable for setti 00d8 ng specific start date/time or interval time to take fixes Operating Temperature shall be within -20 degree to +60 degree Celsius Equivalent to: Orion Electronics Limited (www.ORION.NS.CA), Model No. ST60J Logger 0ff8, 16, EA; LI 003, Shall be compatible with above GPS Data loggers Capable of importing any types of map formats Worldwide tracking capability Equivalent to: Orion Electronics Limited (www.ORION.NS.CA), Model No. SK-GLOBAL3TK, 1, EA; LI 004, SHIPPING TO : ISLAMABAD, PAKISTAN, 1, EA; For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com.
