Description
THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE, 8(A) SMALL BUSINESS OR SERVICE DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (Details Below). Prime Contractors who are HUBZone small businesses, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation MUST submit the following by e-mail to CFLContracts@fhwa.dot.gov or by telefax to 720-963-3360 (Attn: LeeAnn Bush) for receipt by close of business (4 p.m. local Denver time) on June 28, 2006: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) a copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program or acceptance to the service-disabled veteran-owned small business program (must be obtained prior to date of this synopsis); (3) letter from bonding agent stating bonding capability, to include single and aggregate totals; and listing of experience in work similar in type and scope of this proposed synopsis. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone, 8(a), or service disabled veteran-owned small business concerns. Failure to submit all information requested will result in a contractor being considered not interested in this solicitation. A decision on whether this will be pursued as a HUBZone, 8(a), or service disabled veteran-owned small business set-aside or on an unrestricted basis will be made following the due date and posted as an amendment to this sources sought on the Federal Business Opportunity website at www.fbo.gov PROJECT DETAILS: This project consists of pulverizing, hot asphalt concrete pavement, and drainage on 10.26 miles (largest schedule) in Yosemite National Park, Mariposa County, California. The estimated price range is between $10,000,000 and $15,000,000. MAJOR WORK ITEMS INCLUDE (largest schedule): 537.81 stations of centerline verification and staking; lump sum contractor testing; lump sum construction schedule; 10,500 ln ft of soil erosion control (silt fence and sediment log); removal of 530 ln ft of concrete curb; removal of 380 ln ft of fence; 1,250 cu yd roadway excavation; 1,250 cu yd subexcavation; 1,200 cu yd unclassified borrow; 4,300 sq yd roadway obliteration, method 1; 1,080 cu yd placed riprap (various class); 160,000 sq yd pulverizing (10-inch depth); 3,100 tons roadway aggregate, method 2; 35,000 tons hot asphalt concrete pavement, HVEEM test, Class B, Grading E; 4,560 ln ft pipe culvert (various size); 52 ln ft 6-foot span, 6-foot rise precast reinforced concrete box culverts; 46 ln ft 10-foot span, 3-foot rise precast reinforced concrete box culvert; 23 ea CALTRANS inlets; 23,260 ln ft concrete curb (10 and 14-inch depth); 1,150 sq yd asphalt paved ditch; 850 ln ft split rail fence; 70 each stone masonry headwalls for pipe culverts (various size); 240,000 ln ft pavement markings, type B solid; 100,000 ln ft pavement markings, type B broken; 7,700 hours of traffic control (flagger and pilot car); 60 weeks of temporary traffic control, traffic and safety supervisor; along with associated removal of boulders, trees, stumps, headwalls, inlets, pipe culverts, signs, and fence; ditch reconditioning; traffic control barriers; and rental equipment. Anticipated Advertisement Date: July 10, 2006 The government intends to hold a pre-bid meeting prior to opening bids. More detailed information will be provided in the pre-solicitation notice following HUBZone determination.
