- This is a Sources Sought announcement. VA Illiana Health Care System, Danville, Illinois, is performing pre-solicitation market research to determine potential business sources and set-aside possibilities for VA Project 550-06-137, Upgrade Electrical Systems per NEC in Buildings 58, 99, 100, 101, 103 and 104. Scope of Work includes, but is not limited to, de-rating and correction of percent of fill of electric panels requiring installation of additional conduit and rewiring panel; relocation of electric panels and wiring; rewiring of panels to correct double lugging; correcting conductors without proper over current protection; correcting feeder tap rule violations; correction of splicing in panel boards; reconditioning/retro-fitting circuit breakers with solid state trip units in motor control centers. High voltage work to include replacing the charging motors in five of the 5KV switchgear in the substation; repair the trip controls on two of the 5KV switchgear in the substation; replacement of load break elbows on exterior pad mounted transformers. Work is in a hospital setting requiring multiple planned electrical outages to be coordinated with the VA. All workers on-site must be OSHA certified (one competent person must have 30 hour certificate and all other workers, prime and subcontractors, must have 10 hour certificate). Project magnitude is $250,000 to $500,000. The performance period will be established at a later date, however, it is estimated, at this time, to be 6 to 9 months. The NAICS Code for this project is 238210. Potential firms must demonstrate experience and knowledge of electrical systems and be a small business in one or more of the following socio-economic categories: Service Disabled Veteran Owned (SDVO), HUBZone, 8(a), Disadvantaged (SDB), Woman Owned, and Veteran Owned (VOSB). The size standard is average annual receipts of $13 million for the preceding three years. Responses to this announcement are due by close of business, July 17, 2006.
