Description
DESCRIPTION OF SERVICES. The Contractor shall provide all personnel, equipment, labor, supplies, tools, materials, supervision, and other items necessary to assemble, print, and distribute a minimum of 20,700 copies of a weekly Civilian Enterprise (CE) broadsheet newspaper at Fort Lewis, Washington. The newspaper will be delivered to distribution points on post and other designated locations, using editorial material and instructions supplied by the Government. GENERAL. Each edition shall contain a minimum of eight pages in the A section and two pages in the B section as well as one page left open for Lewis Leisure in the tabloid insert. The rest of the tabloid will be published by the Contractor. The tabloid is 12 ? or 13 1/2 inches by 22-3/4 inches. The front page consists of a color photo and a feature story done by the Contractor relating to an interesting event in the area. Page C-2 will be the responsibility of the Public Affairs Office (PAO) and will consist of Lewis Leisure, ITT trips and the Fort Lewis movie schedule. Section C, tha t the Contractor is responsible for consists of movie reviews, gardening tips, a calendar of special events, ads, pets, etc. The Contractor will have the tabloid and all ads ready for review by 10 a.m. on composition day which is generally on Thursday. Co ntractor shall develop and maintain a Service Delivery Schedule. The plan shall address the following; management and operational procedures for the delivery of required services, coordinating, quality control, environmental management, and record keeping and reporting using all the Appendices provided by the Government. Contractor to perform all required services identified in the Performance Work Statement (PWS). This Contract is to be awarded with a two year base plus 2, two year options. The initial Period of Performance is expected to be 01 January 2007 through 31 December 2008, with each two year option, if exercised to begin on 01 January. The proposed procurement listed here is not set-aside for small business concerns. NAICS Code 511110, the size standard for a small business is defined as any concern including its affiliates with no more than 500 employees. The solicitation will be issued and available for download on the Fort Lewis Web site located at http://www.lewis.army.mil/doc on the issue date of the solicitation. The anticipated issue date for this solicitation is July 17, 2006.
