Description
The NAVAIR Orlando Training Systems Division plans to negotiate with Lockheed Martin Maritime Systems and Sensors (LMMSS)on a sole source basis under authority of Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The contractor will be responsible for developing training system simulation of the new E-2D radar system (inclusive of documentation). Key issues associated with this requirement are: schedule and performance risk due to the limited performance criteria of the new radar. The effort will be performed in phases, each with a particular deliverable. The phases will consist of developing a performance baseline, reducing data collected from the radar lab and aircraft test flights into performance criteria, designing models and interfaces, and eventual coding of required algorithms and interfaces for the training systems radar simulations. The estimated delivery date for this effort is 31 August 2008. Currently, the Government does not have access to validated performance criteria data for the E2D Radar system. Training Devices are scheduled for delivery in October 2011. Government will not own the rights to the all of the necessary technical data from Operational Testing for the training devices? radar simulation until 2012. Currently, the only source of the test data is through Lockheed Martin Maritime Systems and Sensors because they are currently developing and integrating the E2D Radar System. Any response to this notice of intent must show clear and convincing evidence that competition would be advantageous to the Government. Government reserves the right in making the final determination as to whether competition would be in the best interest of the Government based on the quality of responses received. Interested sources must submit detailed technical capabilities, and any other information, which demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted to the above address (Attn: Romy Roman-Conway) by close of business on Friday, 30 June 2006. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than FIVE (5) pages. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. See Numbered Note 22.****
