SOLICITATION: NNS0614975Q 8. DUE: 13 July 2006 9. POC: Robyn Calliham, Contract Specialist, 228-688-3938 10. DESCRIPTION: NASA/SSC plans to issue a sole source, firm fixed price purchase order to the Johns Hopkins University Chemical Propulsion Information Analysis to provide and operate the Rocket Propulsion Test Database. The effort will include all labor and travel necessary for the Johns Hopkins University to perform the following tasks: 1. Provide/Develop a repository for NRPT test data 2. Update National Rocket Propulsion Test Alliance facility data as supplied by the member agencies 3. Perform routine network maintenance activity on the server host for RPTF 4. Develop additional functionality in the database. 5. Develop and incorporate additional reporting functions as requested by NRPTA, based on available funding. Johns Hopkins University CPIA is the only known vendor that can provide these services. There will be only one award made for this requirement. This is a sole source commercial item acquisition under FAR Parts 6.301-1 and 12. The Government believes only one responsible source can provide the supplies that will satisfy the Agency's requirements. This notice of intent is not a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. (central time) on 13 July 2006. Submissions will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This acquisition is unrestricted. The NAICS Code and Size Standard are 541990 and $6.5 million respectively. The DPAS Rating for this procurement is DO-C9. FOB is destination. The anticipated release date of this RFQ is on or about July 13, 2006 with responses due NLT 3:00 p.m. July 27, 2006. An Ombudsman has been appointed. See NASA Specific Note "B".
