- REQUEST FOR EXPRESSIONS OF INTEREST (EOI) MULTIFUNCTION VEHICLE Introduction The Washington Metropolitan Area Transit Authority (WMATA) is seeking to identify firms interested in the designing of and construction of a Multifunction Track Geometry Measuring Vehicle. This is a market survey and not a competitive solicitation. Submission Date and Contact: The Authority is particularly interested in your comments and input for criteria to achieve the objectives listed as regards the two concepts listed. Interested firms should submit their expression of interest which outlines their experience in the deign and construction of the a track geometry measuring vehicle no later than July 21, 2006 to the following address: Mr. Michael E. Background: WMATA has over 211 miles of track system comprising of at-grade subway, elevated surface tracks, 83 stations and 8 storage yards. The subway and above ground services are almost evenly split. The rail cars operate on five lines (Red, Green, Blue, Orange and Yellow) that run through Washington D.C., Maryland and Virginia. The track varies in age from 30 years old to the recently constructed Green Line and Blue Line extensions. The rail used is AREMA 115 pound rail, cant is 1:40, and nominal tangent track gage is 56 ?". The cars operate on 750 VDC electrified third rail. The vehicles can be controlled in two modes, manual and automatic. Speeds can be maintained from 3 MPH up to 75 MPH. The cars are 75 feet long, ten feet wide and operate as married pairs in consists of up to eight cars. WMATA wants to ensure it?s rail system is operating at peak efficiency, producing the safest possible conditions as related to track defects, track geometry and third rail geometry. These parameters will include but are not limited to gage, super elevation, curvature, surface profile, lateral alignment, defects, distance of third rail from gage face of nearest running rail, third rail height above running rail measured under full load Objectives: The purpose of this Request for Expressions of Interest (EOI) is to obtain feedback on the best approach for WMATA to develop and outfit a track geometry/mobile command center. The following are the goals of the EOI: Determining the range of possible products or solutions available Confirm the technical requirements can be met Identifying and assessing project and procurement risks Assessing potential project and procurement costs Identify potential vendors Determine project schedule General Scope of Work: The Authority is considering two concepts for development of a specification for the multifunction track geometry measuring vehicle: Concept One : Will allow for the purchase of one self propelled Track Measuring Car that can serve as a mobile command center with the capability of measuring the following parameters at speeds from 0 ? 75 mph: Gage (Loaded and Unloaded) Longitudinal Surface Profile of both Running Rails (Non-Contact System) Horizontal Alignment of both Running Rails Crosslevel (Super-elevation) (Non-Contact System) Curvature Runoff (Bounce) Rail Defects (Internal Flaws: Corrugation) Platform and 3rd Rail Alignment Dead Reckoning System/GPS/Location System (Integrated with ACI Tag System) Ride Quality System Optical Laser System Capable of Measuring the Head, Web and top base of the running rail, as well as cant and flangeways under all conditions Latest Laser Technology providing clearance measurements of tunnels and various other trackside appurtenances (third rail, platforms, etc.) Video Recording System Wayside Marker Frequency Measurement System Thermal Imaging Paint Marker System Other Measurement and Support Systems: Telephone Communication System (Below Ground Operation) New Motorola Radio Communication System Internet/Intranet Connected Computer Workstations (Below Ground Operation) Data Management System Complete with Integrated Reporting Systems Host Server and Backup Server 3rd Rail Voltage Measurement Luminosity Measurement System (Evaluates Brightness of Track Signals) External Tunnel Lighting Systems Spectrum Analyzer and EMI test Receiver Radio Amplifier Tester Ground Penetrating Radar Cellular Signal Strength System Map Communication Center Conference Center Instrumentation/Testing Areas Observation Area Galley Unisex Restroom Emergency Exit Concept Two : Will be developed from an existing pair of Rohr Series 1000 rail transit cars. The vehicles, (1282/83), will be designed and outfitted with all the measurement and communication systems described in concept one. The vehicle provided will be fully operational and functional, capable of operating as a lead or belly car. The Contractor will design the interior of the vehicle such that one car will include: Communication Center Conference Center Instrumentation/Testing Areas Observation Area Galley Unisex Restroom Emergency Exit The Rohr car shall contain a backup propulsion system capable of powering the train and all systems in the event of a blackout. The system proposed shall be either clean diesel or battery.
