Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. The solicitation number for this request is 70181-6-Q019 and the solicitation is issued as a Request for Quotes (RFQ). STATEMENT OF WORK 1. BACKGROUND The Contractor shall provide high speed layer 2 data communication services to the following offices via Transparent LAN for the purpose of connecting to The Department of Interior Electronic Services Network Alaska (ESN AK). See Attachment A, Existing Service and VLAN Tagging. USFWS 1011 East Tudor Road Anchorage, AK 99503 USFWS 3601 C Street Anchorage, AK 99503 USFWS 605 W 4th Avenue Anchorage, AK 99501 USFWS 4600 Postmark Drive Anchorage, AK 99502 USFWS 3000 Vintage Park Blvd Juneau, AK 99801. In addition to providing service to the above locations any quotes must include transport of Layer 2 tagged VLANS to and from the following locations: NPS ESN AK Node 240 W 5th Ave. Anchorage, AK 99501 USFWS ESN AK Node 101 12th Avenue Fairbanks, AK 99701 2. LOCATIONS AND SPEED OF REQUESTED SERVICE. a. USFWS, 1011 E Tudor Rd. Room 230, Anchorage, AK 99503. 2 ea, 10 MB Points of Presence (POP) b. USFWS 3601 C Street, Computer room 10th Floor, Anchorage, AK 99503. 1ea, 10MB POP c. USFWS, 605 W 4th Ave, Room , Anchorage, AK 99501, 1 ea, 1.5 MB POP d. USFWS, 4600 Postmark Drive, FWS Network enclosure room N, Anchorage, AK 99502, 1 ea, 1.5 MB POP e. USFWS, 3000 Vintage Park Blvd, Suite 201 , Juneau, AK 99801, 1 ea, 1.5MB POP 3. DETAILS a. This is a solicitation to continue an active service presently transporting a multitude of data; including information related to fire, safety, and health as well as Personnel, Financial, and Procurement actions. b. Vendor quotes shall be one year pricing with an option to renew for up to 5 years. c. Service Level Agreement (SLA) shall be five nines (99.999% available) and the vendor is responsible to maintain through connections. d. Interconnections with ESN will be seamless. e. ESN locations will not accept any fiber or wire connections at the ESN locations. All interconnects with ESN must be assigned through VPNs external to the ESN facilities. f. Proposals that involve changes to the existing infrastructure must be fully tested and proved viable prior to disconnection of any existing service. g. Any equipment upgrades or vendor infrastructure upgrades required to transport VLAN traffic to and from ESN nodes in Anchorage, Fairbanks, or Juneau must be borne by the service provider. h. All systems must be installed and fully operational by August 1, 2006. i. See attachment for detailed diagram of circuits. 4. METHOD OF EVALUATION Proposals will be evaluated as follows: 1) Total Price; (cost analysis for determining low bidder will be based on total overall bid. Total overall bid means Base Bid Item One plus Option Period One plus Option Period Two plus Option Period Three plus Option Period Four). 2) Ability to provide all specifications as listed in this solicitation 3) Additional discounts and/or rebates NOTE: Award will be made for the Base Bid Item One.
