SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS -NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE. Solicitation Number for the announcement is N62467-06-R-0129. Naval Facilities Engineering Command Southeast, solicits from all qualified and interested parties with a priority on 8a firms-first priority and HubZone small business firms-second priority, to replace Hangar 3 Vertical Lift Fabric Doors, at NAS, New Orleans, LA. The NAICS Code for the proposed acquisition is 236220 - Commercial and Institutional Building Construction. The small business size standard is $28.5 Mil. Under FAR guidelines, the prime contractor must have the capability to perform at least 15 percent of the contract work with his-her own employees. The Government will use responses to this SOURCES SOUGHT synopsis to make appropriate acquisition decisions to solicit this project as either a non-competitive 8a or HubZone Small Business or Unrestricted. This project is to replace the existing vertical lift fabric hangar doors on Hangar 3, NAS, NOLA, that were damaged during Hurricane Katrina. The new hangar door system and support framing shall be evaluated, designed and constructed to resist a higher wind load than required by IBC 2003. In addition, the vertical fabric door system shall be designed and tested to resist wind borne debris impacts. The durability and strength of these doors is essential to the protection of assets -aircraft- and operational readiness of the Hangar during and after hurricanes. The primary objective of this project is to provide new hangar doors, which enclose the high-bay area and provide protection from the elements. In addition to enclosing the hangar high bay, these doors should harden this area for storage of aircraft unable to evacuate from evaluation-design. All components shall be designed to withstand both the highest positive and negative wind pressure based on the wind load calculations. To achieve this, the design wind speed shall be 150 mph with an Importance Factor of 1.0. In order to increase the fabric door system?s wind borne debris resistance, a second layer of material - stainless steel mesh reinforced Security Fabric - shall be added to each face - outside and inside - of the entire door. COMPLETION TIME - NLT 01Sep06. Estimated value is approximately $2,500,000. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit their response of interest to agnes.p.copeland@navy.mil. Responses are to include the company name and title, telephone number, point of contact, and a short statement regarding the companys ability to demonstrate existing/developed expertise and experience in relation to the statement of work. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. After completing its analysis, the Government will determine whether to set-aside for either 8a or HubZone firms or proceed with full and open competition as Unrestricted.
