Description
NASA/KSC plans to issue a Request for Quotations (RFQ) for the following Commercial item: Helium Mass Spectrometer Leak Detector System. The product must meet the following specifications: Must have minimum detectable leak rate of 1 x 10-9 std cc/s. System is to be operational in 5 minutes or less. Must have remote pendant with 10 foot umbilical to unit for remote testing. Must have minimum system sensitivity of 1 x 10-9 to 1 x 10-1 std cc/s. Must be capable of detecting probe (sniffer) leak rates minimum of 5 x 10-6 std cc/s. Must have auto zero/manual zero for background helium. Must be able to change leak rate units to industrial standard units (i.e. std cc/s, mbar-l/s, etc.) If consisting of a two filament ion source, must be able to switch auto/manual between the filaments. Must have inlet port pressure reading display (with ability to change pressure units to industrial standard units (pascal, micron, mbar, etc.) Must have automatic backflow prevention system. Must be 110V / 60 Hz AC electrical power without being sensitive to voltage transients of ? 10%. Must be able to use external leak standards with manual entering of standard?s leak rate. Must supply a detector probe with a minimum of 10 feet hose length. Must be able to detect minimum of Mass 4. Must have KF25 (or compatible) inlet port flange. Must have turbomolecular high vacuum pump. Must have external roughing pump, minimum pumping speed of 10 cfm. Must have cart for transporting the system including the external roughing pump with preferably pneumatic wheels not to exceed 24? W x 36? L x 36?H. Must provide ancillary equipment: ? one (1) each KF25 compatible stainless steel 4-way cross, ? three (3) each Manual Stainless steel or aluminum KF25 compatible manual isolation valves ? one (1) each 36?- 40?stainless steel KF25 compatible hose (from external roughing pump to inlet port cross/hand isolation valve) ? six (6) each KF25 compatible centering rings ? six (6) KF25 compatible quick removable clamps ? three (3) blanking KF25 compatible flanges. Must have limiting access to internal software menu levels. Shall include a minimum of 12 months parts and labor warranty including ion source. Shall include two (2) copies of O&M Manuals. Shall include a minimum of one (1) day training to include first and second shift personnel at KSC for the Portable Helium Leak Detector System. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 334516 and 1,000, respectively. The anticipated release date of RFQ NNK06162747 is on or about July 5, 2006 with an anticipated quotation due date of on or about August 4, 2006. All responsible sources may submit a quotation which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
