Description
The Food and Drug Administration intends to award a Purchase Order to custom baculovirus services to for cloning and expression of viral and bacterial antigens on a competitive basis limited to SMALL BUSINESSES. The contractor will convert our DNA plasmids to live recombinant baculovirus, plaque purify the virus, and grow it up to make virus stocks. The contractor will provide cell lysates for testing protein expression by western blot. They will grow up stocks of the best expressing recombinants and will provide us with titered stocks, which can be used directly for protein expression. They will produce recombinant baculoviruses expressing a variety of protein antigens, and they will retain samples of these recombinants for further expansion. Up to six DNA plasmids at a time will be processed, and up to 16 per month will be made into baculovirus. The viral stocks will be expanded to between 200 ml and 1 l. The quote shall include pricing for the following services: 1.Transfection using client-supplied bacmid. This results in virus 2.Plaque purification. This helps in stability of expression 3.Virus amplification. This gives us enough virus to express the protein and includes determination of titer, so we know how much virus to use to express each protein. 4.Archive. They keep a stock of our successful constructs, so we can grow up more any time we need it. This announcement constitutes the only solicitation. NO REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Interested vendors shall submit their capabilities statement along with their cost quotation, which will be considered if received by the tenth (10th) calendar day following the appearance of this announcement. Response must include the following: (1) name and address of the firm, (2) type of business (i.e. small business, small disadvantage 8(a) certified or not certified, woman-owned small business, veteran-owned small business, etc.) (3) two point of contact: name, title, phone no., fax no., and e-mail, (4) DUNS number, (5) NAICS codes. Award will be made to the vendor who submits the lowest price that meets all specifications and requirements. All responses or questions regarding this posting must be in writing and can be sent via email to Apagan@fda.hhs.gov. No phone calls will be accepted. An award will be made in ten (10) calendar days from the date of this notice. This procurement will be awarded as a simplified acquisition for commercial items in accordance with FAR Subpart 13.5.
