- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS SOLICITATION IS SET ASIDE FOR SMALL BUSINESS. THE SOLICITATION WILL BE ISSUED ON JUNE 23, 2006. 1. CONTRACT INFORMATION. This solicitation is being issued as a firm-fixed price commer cial items service for Construction Management Services for the U.S. Army Corps of Engineers, Honolulu Engineer Area Offices, Various Locations Within the Pacific Region. The Government intends to award a firm-fixed price commercial items services contract , issued as a purchase order, to fulfill this requirement. 2. PROJECT INFORMATION. Services include, but are not limited to, furnish all necessary management, labor, supervision, equipment, transportation, materials, and any incidental services to provide construction management services to include four (4) Construction Managers, two (2) Project Engineers, and one (1) Quality Assurance Inspector for pre-award functions, quality assurance and contract administration functions relating to construction project s for the Fort Shafter and Schofield Barracks area offices of the U.S. Army Corps of Engineers, Honolulu District. The performance period shall include one (1) Base period and two (2) successive Option Periods. The Base period shall commence from 1 October 2006 through 30 September 2007. The Government reserves the right to unilaterally exercise the Options within the notice to period indicated in the Request for Quotation (RFQ). 3. SELECTION CRITERIA. Proposals shall be evaluated using the base value metho d. The evaluation factors, listed in descending order of importance, are: (a) Qualifications of Personnel; (b) Prior Experience; (c) Past Performance; (d) Price Technical evaluation factors, when combined, are significantly more importantly than cost or pr ice. Cost and price will be evaluated for accuracy and reasonableness; but not rated. 4. SUBMISSION REQUIREMENTS. Solicitation is available for viewing and/or downloading on the secured Federal Technical Data Solutions (FedTeDS) website via access through the Federal Business Opportunities (FedBizOpps) website located at http://www.fbo.gov/. The RFQ contains forms that must be completed and included with your proposal. Your proposal must be completed in accordance with this solicitation.
