- REQUEST FOR PROPOSALS GS-10P-06-LT-C-3022 PROJECT DESCRIPTION: Replacement/Expansion of U.S. Port of Entry, Blaine Washington. POE requires significant expansion and total replacement of the existing facility. The site size will expand to 12 acres with construction of a new facility measuring 93,404 gross square feet including vehicular inspection. The number of inbound lanes will increase and space will be provided to meet outbound inspection requirements. Parking will accommodate 154 spaces. PROJECT MAGNITUDE: The Estimated Cost of Construction is between $40,000,000.00 and $45,000,000.00. PROJECT DURATION: 24 ? 30 months EARLY EXCHANGES: Conducted with interested parties that responded to previously posted Sources Sought Notice. Summary of Early Exchanges have been posted with data current as of 6/23/2006. COMPETITION: Unrestricted. CONTRACTING METHOD: Best Value Source Selection, Guaranteed Maximum Price (GMP) Contract Type with Construction Manager as Constructor (CMc) Delivery Method and Award Fee Potential. The scope of CMc services is to include Design Phase Services (i.e., constructability reviews, value engineering, project schedule and construction cost development, etc) and Construction Phase Services (i.e., construction contract and subcontract administration, CPM scheduling, monitoring of construction costs, etc.). For this contract, technical factors will be given significantly greater weight than the GMP Proposal in the selection of a successful offeror. PROPOSAL SUBMISSION REQUIREMENTS: Proposals will be evaluated in two Phases. In Phase 1, offerors will be evaluated on technical factors including qualifications, past performance, and key personnel. Phase 2 offerors will be evaluated on submission of their GMP Proposal consisting of a conceptual estimate and pricing for Design Phase Services, and any other requirements stated in detail in the RFP. CONTRACT AWARD: A guaranteed maximum price (GMP) contract will be awarded to the selected firm to provide Design Phase services. The price for Construction Phase services will be negotiated at a later date, resulting in a fixed price award fee contract. SOLICITATION ISSUE DATE: June 23, 2006 PRE-PROPOSAL CONFERENCE: A pre-proposal conference is expected to occur around or about July 12, 2006, but will be confirmed via posting in FedBizOpps at a later date. At that time, please notify the POC via e-mail of the name and contact information of each person planning to attend. CLOSING DATE: Stage I submittals are to be received no later than 2:00 PM PST on July 25, 2006. Only technical submittals should be submitted. GMP proposals will not be considered until the second stage of the source selection process. SOLICITATION DISTRIBUTION METHOD: Exclusively via FedBizOpps electronic postings.
