- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisition Center (COAC) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Opelco Elements Corporation, 105 Executive Drive, Dulles, Virginia 20166 to purchase a Diagnostic Instruments Boost 2000 EmCCD Camera, Brand name only and Installation. The Boost 2000 EmCCD camera system includes the following features: (1) Product # DI-BT2000, Boost 512B CCD Digital Camera,14-bit, C- Mount includes power supply, interface board, cables spot software. (2) Installation, customer training and service MUST be performed by factory authorized trained, technicians. Special features of the Boost 2000 EmCCD camera: 1. High sensitivity back thinned CCD for low imaging, 2. Lowest CCD internal cooling (-70C) provides low noise and a higher EMCCD gain for fast imaging in low light conditions, 3. Integrated external cooling interface for CCD cooling down to -90C for even lower noise, 4. Unique full set of CCD and EMCCD controls for the tuning the imaging process to maximize speed and minimize noise. Controls include; Adjustable readout speed 10, 5, 3, 1 MHtz, Adjustable vertical clock speed 0.4ns to 6ns, 5. 14 bit A to D converter for fine graduation within the images, 6. EMCCD amplifier can be turn off when not needed, 7. Easy to use integrated software package that controls all functions of the camera and allows the following; Sequential capture of images while maintaining the ability to view the live images in order to control sample focus. Control of many peripheral devices such as shutters etc., Automatic and manual histogram stretching in order to view images with very low brightness levels. Macro-ing capability. The authorized representative must have knowledge of the existing TIRF microscope to insure correct installation of the digital camera. The sole source determination is based upon the fact that the purchase is to coexist with an Olympus TIRF microscope, and the Boost 2000 camera offers unique features which will benefit the ongoing research in low light detection. Furthermore Opelco is the original company that installed the Olympus TIRF, therefore has the knowledge of this existing instrument. The Government intends to award within fifteen (15) days from the publication date of this synopsis or July 10, 2006, whichever is later. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 334516 and Standard Size is 500 employee. This notice of intent is not a request for competitive proposals.
