- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisition Center (COAC) intends to negotiate on a sole source basis with Improvision Inc., 1 Cranberry Hill, Lexington, MA. , 02421, to purchase the Volocity 3DM 2 Camera System. The system consists of product #l18880 Volocity 3DM2 Camera System, product 3l18940, Local training integration, and custom automation services will also be provided. The NHLBI Light Microscopy Imaging Facility provides research tools and support to the NHLBI investigators, and conduct research in 4D measurements. This software package handles the diverse set of needs of the NHLBI investigators who use the Light Microscopy Core microscopes regarding 4D (volume rendering if images taken over time), 4D restoration (deconvolution). The sole source determination is based upon the fact that the purchase will provide hardware and software improvement to an existing Government Confocal microscope and to ensure continual operation, functionality, and compatibility only Improvision Inc., equipment is available. The Government intends to award within fifteen (15) days from the publication date of this synopsis or July 10, 2006, whichever is later. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 334516 and Standard Size is 500 employees. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to complete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
