Description
1) The contractor shall be responsible for the following as reflected in both the master and individual site work tables attached: a. Bandwidth upgrades b. Configuration services c. Coordination, standard (as required with the ME & PCO) d. Hardware (procurement, shipping, & delivery to final destination) e. All installation materials, labor, and tools including but not limited to concrete, cable, cable tray, etc. f. Scheduling (creating and delivering a detailed schedule within 7 days after contract award) g. Site testing h. Informal site training (to be performed during site test activities) i. Transportation (personnel & material) 2) Particular care shall be given to the Video Conference installation for IRMO at the Republican Palace. a. The installation must be performed in the most professional manner possible. No shoddy work is acceptable. b. It is difficult to move personnel in / out of the palace so the contractor must plan his work accordingly for the most efficient use of his time 3) All boxes (equipment racks) supplied and reflected in the Hardware table shall be manufactured by a quality international company and not made within Iraq unless specifically approved by PCO. 4) The contractor shall begin work no later than seven (7) days after contract award. 5) The highest priority of this work scope shall be the IRMO site. 6) All sites shall have permanent VSAT service within 35 calendar days of contract award. 7) The contractor shall provide the Project Contracting Office (PCO) and Ministry of Electricity (ME) all real IP addresses and VOIP phone numbers. 8) PCO may direct VSAT equipment location and / or bandwidth changes prior to installation / activation at no additional charge to the US Government. a. After installation / activation the Government agrees to pay a service fee to the contractor of $150 USD to transfer equipment from one site to another site. The contractor will not be responsible for transporting equipment in this case. b. Bandwidth changes will not incur a modification fee. 9) The contractor shall provide warranty for each site for one year starting after acceptance of installation at each site. 10) There is no formal training associated with this contract. 11) The contractor shall verify that the supplied equipment shall be suitable to transfer data securely and efficiently 12) Equipment supplied must be new. 13) The contractor shall commit to obtaining all equipment from the original manufacturer 14) The contractor shall inspect the equipment in its warehouse then deliver the imported equipment to the individual sites without any damage. 15) One year guarantee should be provided for all equipment, starting from the date of activation which should certified by the beneficiary in writing. 16) In the event a piece of equipment fails that is not under warranty, the contractor shall be required to repair or replace the part. The customer shall be responsible for the cost to repair or replace; the cost should correlate to prices of the local market. 17) The contractor is not entitled to terminate the contract or cancel any terms or conditions for any reason. 18) This agreement is exempt from the payment of custom duties or taxes as the contractor is part of a government ministry. Service Details 1) Dedicated satellite service shall be supplied for each group of sites reflected in both the master and individual site work tables attached with specific committed information rates (CIR) 2) Internal VOIP service shall be available for each site and one VOIP phone at each site will have international dial-in access. 3) VSAT service shall be provided by UK InMedia via the satellite Seasat2 (AM22) and the contractor shall provide certified proof of the provision of the service directly without third party. 4) The contractor shall provide a licensed copy of control and monitoring software, such as MRTG. The customer is entitled to monitor and inspect the quality of service. The contractor shall provide iSat software and weekly reports on the service of all sites. 5) The total allowed time of interruption in the service is two hours per month. If the time of interruption should exceed the allowed time then penalty shall be incurred. a. The penalty shall be the cost of one day?s service and extra service shall provide to cover time of exceeded interruptions. Except in the case of, where written proof is required. 6) Service penalties will not apply to the following circumstances: a. Interruption or degradations in service from atmospheric disturbances resulting from atmospheric disturbance, reduction in quality of the signals in the frequency bands used for a reason not attributable to the contractor or whose origin is unknown. b. The contractor will not be held accountable for the occurrence of earthquakes or other natural disasters resulting in interruption of service. 19) Should the satellite breakdown or malfunction, the contractor shall transfer service to another satellite within 72 hours in the event of a prolonged interruption.
