- The Joint Contracting Command Iraq/Afghanistan (JCCIA) Regional Contracting Center - Baghdad (RCO-B) on behalf of the Iraqi Reconstruction Management Office (IRMO), intends to award a Sole Source Firm Fixed Price contract (IAW 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements) to Bearing Point, 1626 International Drive, McLean, Virginia 22102. The purpose of this contract is to award a follow on contract to Bearing Point to ensure continuous progress in increasing the functionality of a core Government of Iraq (GOI) Financial Management System (FMIS). This contract adds the critical modules to the core system, provides training, and continues a program vital to the GOI for the development of a modern national budgetary system meeting accepted international standards. THIS IS NOT A REQUEST FOR PROPOSAL. The Government will not issue a solicitation. A determination not to compete this procurement based on response to this notice is solely within the discretion of the Government.
