Description

This is a Sources Sought Announcement. TACOM-RI is seeking to identify potential Small Businesses who have the capability to manufacture the M16A4 Rifle, Part Number 12973001, NSN 1005-01-383-2872 in accordance with the Governments Technical Data P ackage TDP. The M16A4 Rifle, 5.56mm is a lightweight, air-cooled, gas operated rifle fed from a 30-round detachable magazine. The Government TDP is covered under a License Agreement which requires that the M16A4 Rifle be manufactured in the U.S. and its Territories. Interested SBs would be required to execute a Non-Disclosure agreement prior to receiving the TDP. Strict conformance to the requirements of the TDP is required due to the U.S. Armys requirement for reliable, accurate performance, standar dization and interchangeability. The potential estimated quantity is 48,000 over a 4 year period. Interested SBs would be required to perform a First Article Test within 500 Days after receipt of an award. The production quantity would be required 680 days after receipt of an award at an estimated monthly production rate of 1,000. Quality requirements include compliance to ISO 9001:2000, Acceptance Inspection Equipment, and Performance Verification Testing. Sources sought must have an adequate product ion capability and must also have a safe and secure storage area as the M16A4 Rifle is considered Category II and the 5.56mm ammunition, Government Furnished, is Category IV which requires compliance to DoD 5100.76-M for Physical Security of Sensitive Conv entional Arms, Ammunition, and Explosives, AA&E.
