Description
The US Army TACOM is seeking interested parties for the production of a Low Rate Initial Production quantity  total eighteen (18) - Non Line of Sight Cannon (NLOS C) in support of the Army Future Combat Systems (FCS). The NLOS C is part of the Mann ed Ground Vehicle family of systems that will be fielded to the Evaluation Brigade Combat Team (E-BCT). The current planning provides for fielding of six (6) vehicles in FY2010, 6 ea in FY2011 and 6 ea. in FY2012  through a series of contract options. T he successful contractor will be required to provide support to the Government testing activities and the Material Fielding process in accordance with AR 700-142. The contractor will be required to provide for training and sustainment of the vehicles that is capable of being integrated in the overall FCS training and supportability structure. The successful contractor must be able build these vehicles in accordance with the specifications of the FCS System of Systems specifications and work in a fully int egrated fashion with the FCS One Team contractors. Each set of NLOS C vehicles may have differing versions of Government/Contractor furnished equipment; dependent upon the varying levels of maturity of all FCS systems  specifically in the software develo pment and C4ISR suites. The successful contractor must have a thorough knowledge of all aspects of the FCS development schedule and have sufficient flexibility in their production processes to be able to adapt to emerging changes. The contracting strateg y anticipates that a joint Government/contractor team will work to develop the actual specifications/SOW and other technical documentation baseline prior to conducting negotiations for delivery of the NLOS C vehicles and all the associated contractor suppo rt required for successful fielding and sustainment. The vehicles must be capable of being upgraded to final FCS Increment I configuration. The contract is projected to be in place by 2nd Quarter FY2008. Funding for required Long Lead Items and Tooling would be placed on the initial award amount with subsequent exercise of options to build vehicles based on testing results and pre-production preparation. Parties interested in subcontracting actions as a result of this contract should identify such in an y response provided. The Government anticipates contracting on a sole source basis for these vehicles with the current FCS Lead Systems Integrator (LSI)  Boeing/SAIC team. SEE NUMBERED NOTE 22*****
