Description

The Bureau of Reclamation intends to issue a Request for Proposal for a firm fixed-price supplies contract for a "Vessel Exclusion Barrier" (VEB) for the Central California Area Office (Folsom, California). The NAICS Code is: 326199. Note: installation of the VEB may involve some construction activities. This is an unrestricted requirement and all offers from responsible concerns will be considered. Award of a contract will be made in accordance with HUBZone Price Evaluation Preference procedures as described in Federal Acquisition Regulation (FAR) 19.1307. FAR Clause 52.219-4, Notice of Price Evaluation Preference for HUBZone contractors are listed on the Small Business Administration's List of Qualified Small Business Concerns at website http://www.sba.gov/hubzone . The principal components of work consist of: (1) design, fabrication, testing, documentation, packaging, delivery, installation, commissioning and warranty of the VEB. The VEB is required to prevent unauthorized watercraft (Vessels) from approaching the spillway portion of Folsom Dam. The spillway is 400 feet in length. The VEB will be anchored to the face of the dam 300 feet beyond each end of the dam spillway and will extend 300 feet out from the upstream face of the dam. The VEB will therefore be approximately 1600 feet long and define the "security zone" for Folsom Dam. (2) For award considerations, only Reclamation Certified Vessel Exclusion Barrier Systems will be evaluated. (3) The objective of a floating VEB System on the upstream side of Folsom Dam is to prevent the passage of unauthorized watercraft into Reclamation's defined "security zone". The VEB must function through a wide range of lake conditions, weather conditions, and dam operations and provide a visual and audible warning to the public to refrain from entering the "security zone". The VEB System is required to self-adjust to lake surface levels between elevations 350.0 feet and 475.5 feet. The estimated date for receipt of proposals is August 25, 2006. The solicitation and specifications must be downloaded at the above site, with the drawings being mailed to you by hardcopy. No paper copy of this solicitation will be distributed with the exception of the drawings.
