- The Department of Interior, National Business Center GovWorks, intends to award a sole source firm-fixed price purchase order to Eagle Picher Industries, Joplin, MO, in accordance with FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U.S. Department of Interior Franchise Fund on behalf of the Naval Air Warfare Center-Weapons Division, China Lake, CA. This action is for the acquisition of Telemetry Batteries to be used in the Telemetry Test Section for the HARM Missile. In previous competitive contracts, the above contractor was the only offeror to submit a proposal. Under these contracts, the contractor has proven its capabilities and qualifications to meet the size limitations, specification requirements and output requirements of the Telemetry Battery. These requirements have not, and will not change, and the cost to redesign the battery is prohibitive. Statutory authority for the sole source is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Offerors able to provide the required product must provide a written expression of their interest and ability to meet the requirement by submitting a qualifications and capabilities statement and any other information which shows a bona fide ability to meet this requirement. If no affirmative responses are received by Monday, July 3, 2006 to determine that a comparable source more advantageous to the Government is available, a purchase order will be awarded to the aforementioned source. The intent of this Special Notice is for informational purposes only. No solicitation documents exist and requests for such documents will not be acknowledged. Point of Contact: Temujene H.
