Exterior Improvements, Columbus, Ohio BUILDING TYPE: Courthouse CLIENT AGENCY: U.S. Courts SIZE: 318,258 Sq. Ft. PARKING SPACES: Indoor: 67, Exterior: 36 BUDGET: $8,000,000 to $18,000,000 FUNDING: Funds Are Not Currently Available GEOGRAPHIC LIMITATION: N/A SMALL BUSINESS SET ASIDE: 100% PERCENT SET-ASIDE AMENDMENT INFORMATION IS DETAILED AS FOLLOWS: Questions from the June 21, 2006, walk-through/conference June 6, 2006 (Questions) 1. Question - Related to Stage I: (3) Lead Designer Portfolio ? please explain intent of last sentence which states: ?Where there is a duplication with criteria (1) Performance on Design, the Lead Designer shall address his or her participation in the Project?. Response - See answer to #3. If the sample projects submitted under the firms past experience are also done by the lead Designer clearly state the lead Designers duties, role and responsibilities on each project. If the projects submitted under the lead designer?s portfolio are the same as in the firm?s portfolio then just the Lead Designer role needs to be defined, duplicating the entire portfolio is not necessary. You may submit as many projects as allowed (5 projects for the firms experience and 3 for the Lead Designer). 2. Question - Related to Stage I: (3) Lead Designer Portfolio ? please explain intent of adding the words ?and rehabilitation? to end of second sentence. Does it mean rehabilitation or renovation of building without historic description? Response - There is no special intent or meaning, a variety of work showing restoration, conservation, rehabilitation would be the best. 3. Question - If the Lead Designer is a principal of the firm and solely responsible for the design of a project, may that project be listed in both (1) Past Performance on Design and (3) Lead Designer?s Portfolio? If listed in both sections will scoring points be down graded? Response - See answer to #1. Yes you may duplicate projects but the principal must have truly acted as the Lead Designer. 4. Question - If a project is a new building that demonstrates design skill in blending new construction with adjacent historic structures, will scoring points be down graded because project is not renovation? Response - All design talent and creativity will be evaluated, but it is easier to demonstrate design talent using projects of similar scope and complexity to this project. We can not tell you what projects to submit but showing projects of similar or larger size and complexity shows the widest variety of design talent. 5. Question - If a project is a new U.S. Courthouse in a historic district that demonstrates skill in meeting GSA P-100, PBS Standards, ABAAS, understanding of court design standards and sensitive design relationships with adjacent historic structures, will scoring points be down graded because project is not renovation? Response - See above discussion. June 5, 2006 (Questions) 1. Question - Under Stage I description, please explain intent where it says to include ?credentials of historic preservation specialist per requirements . . . .? Response - We would like to know who will be acting as the historic preservation specialist. If that role is being filled by the Lead designer then state that. 2. Question - Does the Stage I Design Firm and/or the Lead Designer need to be a GSA approved Historic Preservation Specialist or is it satisfactory for the Stage II Team to have those Specialists? Response - No, the Design Firm nor the Lead Designer are not required to be the historic preservation specialist, but the sample projects for both those entities are going to be evaluated on historic renovation design talent. Therefore the historic preservation specialist would either be the lead designer or work for the Design Firm. This expertise can be a consultant added to the team in Phase II, but the sample project for Phase I need to have been done by the Lead Designer and Design firm. Project of consultants can not be submitted in phase I unless they are projects that the Lead Designer and Design Firm acted in those same roles on the projects. 3. Question - If the Design Firm and/or Lead Designer have completed significant historic preservation projects including buildings and landscapes on the National Register, doe they need to have GSA ?proof of competency? prior to submission for referenced project and/or without such credentials, will qualifications be downgraded by selection panel? Response - The sample design projects is the proof competency. Again you select the 8 total (5 for the firm and 3 for the Lead Designer) that best demonstrates your firms design ability. 4. Question - Has the Preservation Planning Report been completed? Is it available for review? Who was the author? Response - Do not know if this is done, but it is not relevant to the selection process. Phase I evaluation is limited to past performance on other projects and will not consider knowledge or premature solutions for this project, please do not attempt to present them. 5. Question - Will there be a pre-submission conference/meeting? Response - No, a pre-submission conference/meeting is not necessary. June 22, 2006 (Questions) Question - PLEASE VERIFY THIS STATEMENT AS WRITTEN IN THE FEDBIZOPPS PRESOLICITATION CONCERNING THE KINNEARY COURTHOUSE: "CONSULTANT AND PRODUCTION FIRM... INFORMATION SHOULD NOT BE INCLUDED IN THE STAGE 1 PORTFOLIO." Response - There is no change to the Solicitation posted on the FedBizOpps May 30, 2006. Question - IT ALSO STATES: "IN STAGE 1, INTERESTED FIRMS WILL SUBMIT PORTFOLIOS... OF THE LEAD DESIGNER AND / OR DESIGN FIRM." Response - There is no change to the Solicitation posted on the FedBizOpps May 30, 2006. Question - IF THESE STATEMENTS ARE CORRECT, ONLY THE QUALIFICATIONS / PORTFOLIO OF THE LEAD DESIGNER / HISTORIC PRESERVATION SPECIALIST SHOULD BE SUBMITTED AT THIS TIME (STAGE 1). THIS STATEMENT PROHIBITS THE SUBMISSION OF OTHER DISCIPLINES INCLUDING STRUCTURAL, CIVIL, ENVIRONMENTAL, SECURITY, AND OTHER ARCHITECTURAL CONSULTANTS AS REQUIRED BY THE SCOPE OF THE PROJECT. VERBAL STATEMENTS MADE BY THE GSA TEAM AT YESTERDAY'S (06.21.06) CONFERENCE SEEM TO CONTRADICT THE WRITTEN DOCUMENTATION NOTED PREVIOUSLY. Response - The GSA team at Wednesday's 06/21/06, conference did not attempt to change the requirements of the solicitation. The Contracting Officer is the only person who has the authority to change/make changes to the solicitation. Question - IF THE STAGE 1 SUBMITTAL REQUIRES THE SUBMISSION OF THE ENTIRE TEAM, COVERING THE ENTIRE ANTICIPATED SCOPE OF THE PROJECT, WE REQUEST A TWO WEEK EXTENSION TO THE CURRENT RESPONSE DATE OF JUNE 29, 2006. Response - The Stage I submission due date remain at 4:00p.m., CDT, June 29, 2006. June 22, 2006 (Questions) Question regarding above subject: 1. Question - Please explain intent or clarify when preservation specialist credentials are to be submitted. This question results from the following conflict in solicitation requirements: a. Page 4, Stage I: ?The portfolio should include the following: . . . . credentials of historic preservation specialist per requirements available under Project Management Tools . . .? b. Page 5, Stage II: ?The short listed . . . firms . . . will be asked to submit . . . design team, including historic preservation specialist, . . . . ? 2. Question -Is it GSA?s desire that Lead Designer also be the historic preservation specialist or is it GSA?s desire that they be two different professionals? Response - Questions already answered in detail (see previous message)
