Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This procurement is NOT set aside for small business. This notice is being issued as a Request for Offer (RFO) for the items shown below. Please see the Solicitation Instructions that follow the specification portion of this solicitation. VECTOR NEWORK ANALYZER GENERAL SPECIFICATION The Contractor shall furnish one (1) Vector netework analyzer system, one (1) set of operation manuals, and one (1) extended warranty. The Vector Network Analyzer system shall cover the frequency range of 10 MHz to 50 GHz (minimum frequency range acceptable) and shall contain all features and/or optional components in order to meet the following specifications: 1. Minimum System Dynamic range shall be: Frequency Range At Test port (dB) 10 to 45 MHz 79 45 to 500 MHz 92 500 MHz to 2 GHz 117 2 to 10 GHz 120 10 to 20 GHz 119 20 to 30 GHz 107 30 to 40 GHz 103 40 to 45 GHz 101 45 to 50 GHz 93 2. Analyzer shall have 2.4 mm port cable adapters 3. Corrected System Performance with 2.4 mm port connectors shall be: Description Specification (dB) Columns for each feature below are: (a)45 MHz to 2 GHz, (b)2 to 20 GHz, (c)20 to 40 GHz, (d)40 to 50 GHz Directivity a42 b42 c38 d36 Source match a41 b38 c33 d31 Load match a42 b42 c37 d35 Reflection tracking a?0.001(+0.02/degreeC) b?0.008 (+0.02/degreeC) c?0.020(+0.02/degreeC) d?0.027(+0.03/degreeC) Transmission tracking a?0.019(+0.02/degreeC) b?0.053 (+0.02/degreeC) c?0.109(+0.02/degreeC) d?0.182(+0.03/degreeC) 4. Nominal Test Port power shall be -17 dBm 5. Frequency resolution at test port shall be 1 Hz 6. Frequency stability at test port shall be +- 1 ppm when operated in laboratory environment 7. Power Level linearity at test port shall be _- 1.0 dB 8. Lower value for power range at test port shall be -85 dBm or lower. 9. Minimum Power sweep range with Automatic Leveling Control at test port shall be 29 dB from 45 MHz to 10 GHz and 10 dB from 40 GHz to 50 GHz. 10. Power resolution at test port shall be 0.01 dB or lower. 11. Maximum Phase Noise at test port shall be -55 dBc at 1 kHz offset from 20 to 50 GHz 12. Noise floor at the test port shall be -116 dBm from 2 to 10 GHz and -109 dBm from 40 to 50 GHz for 10 Hz IF bandwidth. 13. Trace noise shall not exceed 0.1 dB and 0.1 degree from 45 MHz to 50 GHz at 1 kHz bandwidth. 14. Test ports shall not be damaged if input power is less than 30 dBm or +- 40 V DC. 15. Analyzer shall have internal bias tees 16. Analyzer shall have < 26 ?sec/point measurement speed 17. Analyzer shall have user selectable number of measurement points with 16,001 points per channel maximum 18. Analyzer shall have a Windows? operating system 19. Analyzer shall permit frequency-offset capability implemented in an integrated hardware and firmware solution to independently set the analyzer?s source and receiver frequencies for measuring mixer conversion loss/gain, harmonic and spurious responses, intermodulation distortion (IMD) 20. Analyzer shall have integrated firmware that automates mixer and frequency converter measurements. Feature shall include graphical user interface and control of LO source and power-meter simplifies test setup. 21. Analyzer shall have I/O interfaces (including GPIB, USB, LAN, and parallel connections) and shall be capable of integration with NASA owned HP/Agilent sweepers, power meters, and pulse generators. 22. Analyzer shall permit front panel access to source output, receiver inputs and couplers to configure a custom test set. 23. Analyzer shall have software that enables transform of measurement data from the frequency domain to the time domain. 24. Analyzer shall provides network analyzer IF signal path access for antenna and RCS measurements. Provides internal IF gates for point-in-pulse testing. MANUALS The Contractor shall provide operational manuals that shall be written in English. One (1) set of operator manuals shall be included which shall document operation and maintenance of the vector network analyzer system. All software documentation required to operate/program/diagnose the system shall be included. EXTENDED WARRANTY The Contractor shall furnish an extended warranty for 3 years that includes the fault determination and repair (including all parts, labor, and shipping) of the analyzer by the original manufacturer for equipment failures not due to NASA?s negligence during use. Full calibration shall be performed as part of the warranty each time the system or subsystem component is repaired under the warranty. DELIVERY SCHEDULE AND FOB POINT Delivery to NASA Glenn Research Center is required within 6 weeks from date of contract. Delivery shall be FOB Destination, NASA Glenn Research Center, Cleveland, Ohio. Installation: The Government will install the system. BEST VALUE Used System: Although a new vector network analyzer system, fully calibrated to NIST standards, with manuals is solicited, NASA will consider a refurbished vector network analyzer system that has been refurbished by the original manufacturer, calibrated to NIST standards, and a full copy of the original manuals (paper or CD/DVD). Refurbished equipment shall not have any external damage or have been in use for more than 4 years. The Analyzer system shall be the latest model sold by the original manufacturer. If offering a used system, the offeror shall certify with their offer, the model number and that the system has been refurbished as stated above and is warrantied same as new. Warranty: Although offerors have a standard warranty included in the price of the system, the Government desires an extended warranty that will cover a period of a minimum of 3 years. Warranties for different time periods will be evaluated but a 3 year warranty is considered to be a best value for this item. Solicitation Instructions Note for those proposing advance payments: FAR limits advance payments for commercial items to not greater than 15% of the total price for the item. If you require payment in advance, do NOT exceed this limitation. Note for those proposing shipping costs: any costs for shipping shall be included in the quoted price of each item. DO NOT quote shipping separately. Note to those proposing their terms and conditions: provide a copy of such for evaluation by the Government. The Government is NOT subject to laws of a specific state or state sales tax. Therefore, either line out such language or clearly state what terms are not subject to the Government for the instant procurement. Note to those offering imported items or items subject to duties, freight and insurance: The proposed price SHALL include all duties and shipping and costs. The Government is self insured and does not pay extraordinary insurance other than that already included in normal shipping practices. Note to those offering installation at the Government facility: The proposed price SHALL include all necessary travel, per diem amounts, labor etc. In your proposal clearly state the number of people and number days they will be installing the equipment at NASA GRC. Clearly state any travel costs and whether these are air fare or other mode of transportation and the per diem rate used. The NAIC code is 334519 and the small business size standard for this procurement is 500 employees. All qualified responsible business sources may submit a quotation which shall be considered by the agency. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by July 5, 2006, 4:30p.m. GRC local time and may be mailed to NASA Glenn Research Center, 21000 Brookpark Road, MS 500-306, Cleveland, OH 44135, and include on the envelope the solicitation number. Faxed/electronic offers: NASA is not responsible for non-receipt of faxed or e-mailed offerors due to mechanical malfunctions or other reasons. The signed SF1449 must be mailed (an original signature is required for an acceptable offer). Your offer may take exceptions to the terms and conditions of this solicitation. If so, state the item taken exception to and the proposed alternative. Note that by your doing so, the Contracting Officer may reject your offer as non-responsive if it is not in the best interests of the Government to accept the alternative offered. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form attached to this solicitation (Ensure that the ?track changes? feature is turned off when word processing this form). Fill in Block 17a including CAGE and DUNS codes. A copy of a published price list, catalog price or computer page printout showing the price for the above Items may also be included if desired. (Note, the Contracting Officer may request this information if only 1 source provides an offer). Offerors shall provide the information required by FAR 52.212-1. Offerors may cite the web site for the specifications of the item offered in lieu of providing a paper copy that demonstrates all specifications are met. Web sites that are not viewable for any reason for up to 5 business days after the offer due date may result in the offer being determined to be non-responsive. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the Offerors shall so state and shall list the country of origin. Technical acceptability will be determined by information submitted by the offeror providing a description in sufficient detail to show that the product offered meets the Government's requirement (see specifications above) including any best value criteria if offered. Unless otherwise stated in the solicitation, for selection purposes, specifications, total price, and past performance are essentially equal in importance. Misc.
