- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for the purchase of one (1) Portable Mikron 7600 PRO Infrared Imaging System with the options listed below or its equivalent. Equivalent products must adhere to the following specifications: ** Must have Visual and Thermal Composite Image Functionality. ** Must be a 320x240 Uncooled Focal Plane Array (UFPA) Microbolometer. ** Must have a Radiometric Spectral Response 8-14um (Long Wave). ** Must have Real-Time imaging recording (1664 images @ 60Hz). ** Must have Nosie Equivelant Temperature Difference (NETD) of at least a 0.06?C @ 30?C (60Hz) and NETD 0.03?C @ 30?C (S12). ** Must have a built-in Digital Camera with adjustable focusing capabilities. * Must operate in Temperature Ranges of -40?C to 2000?C. ** Must have a Instantaneous FOV/Spatial Resolution of 1.2 mrad and 14-Bit Image Resolution. ** Must have IEEE 1394 (Firewire?) Interface with Image Processing Stations. ** Must have Real-Time Thermal Data Acquisition and Analysis Software with automatic level, gain, focus, 3D Display, Histogram, ROIs Charting, Alarms Chart, Line Profile Graphing, Isotherm Overlay, Time s Temp Graphing, Captured Image, Export to Excel & ASCII, AVI Export. ** Must include portable imagining stations with IEEE 1394 (Firewire?) Interface, Microsoft Windows XP Media Center Edition 2005, Intel Core Duo Processor T2400 or T2600, 1024MB DDR2 SDRAM, 160GB HDD 5400RPM, 17?WXGA Ultimate TruBrite, DVD SuperMulti DBL Layer, 802.11 a/b/g, NVIDIA GeForce Go 7300 256MB GDDR2 SDRAM VRAM, Bluetooth V.2.0+EDR or equal. ** Must be able to operate with off the shelf Lithium battery power for at least three hours. ** Must be portable and weight no more than 4.5 pounds. ** Must have a daylight-viewable color 3.5 LCD Monitor display. ** Must have Multi-Spot Temp Measurement-10 point Max w/ Emissivity setting. ** Must have Atmospheric Transmission Correction for Ambient Temperature, Humidity and Measuring Distance. ** Shall include a minimum of 12 months parts and labor warranty. ** Shall include two (2) copies of O&M Manuals. ** Shall include a minimum of two (2) days training at KSC for the Portable Infrared Thermography System. The provisions and clauses in this RFQ are those in effect through FAC 2005-09. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334513 and 500 respectively. The quoter shall state in their quote their size status for this procurement. Delivery to KSC is required within 45 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. All responsible sources may submit a quote which shall be considered by the agency. Quotes for the items(s) described above are due by Thursday, June 29, 2006 at 12:00 PM EST via email to Marcus.C.Orr@nasa.gov or FAX to (321)867-1141. Quotes must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Quoters shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. Telephone questions will not be accepted. Selection and award will be made to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by review of information submitted by the quoter which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Performance/functional verification testing shall be conducted for acceptance of an approved equivalent Portable Infrared Thermography System. Quoters must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their quote. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B".
