- (i) This is a combined synopsis/solicitation for maintenance services in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Request for quote (RFQ) DHQCSD06MPA0215 is to upgrade and modify the Tinker Air Force Base?s Bldg 3900 Computer Monitoring and Control System (CMCS) to include controls for eight air handling units (AHU), two secondary chilled water pumps and two heating boilers. Unless familiar with Bldg 3900 and the equipment within, the contractor should schedule and perform a site visit (which will be held July 5, 2006) to survey the AHUs, pumps and boiler systems at no cost to the government. Prior to performing the site visit at no cost to the government, the offeror must coordinate the visit with the site POC, Chris Dozier at(405)739-2454. (iii) The RFQ document and incorporated provisions and clauses are those in effect through FAC 05-09. (iv) The NAICS code is 334512, the size standard is 500 employees, and the resultant contract will be 100% set-aside for small business. (v) Provide a price for each of the following four CLINs. (vi) CLIN 0001: Replace AHU #1 thru #8 old BASYS Controls w/new Spec/Make-Model KMC Controls Direct Digital Controls (KMC DDC) controllers. CLIN 0002: Complete all programming and terminations necessary to make secondary chilled water pumps P7 and P8 variable frequency drives operational, to include manual bypass function. CLIN 0003: Two new heating boilers need to have their old BASYS Controls removed and new KMC DDC Controllers installed. CLIN 0004: Incorporate all units (AHUs, pumps, boilers) into the Iconics based CMCS. Controls must include start/stop functions for the AHUs from the Operation Interface Station (OIS) master and remote stations and manual bypass of variable speed drives on the secondary chill water pumps. (vii) In accordance with the SOW the contractor may be required to perform the following in regards to the 4 CLINs above: Provide all necessary upgrades and modifications to the existing CMCS, including parts, labor, equipment and supervision to complete the scope of work. Provide new KMC DDC controllers equipped with hand/off/auto switches for all outputs, Ref. www.kmccontrols.com/products. Program all new KMC DDC controllers according to the sequence of operations for individual equipment. Remove all unused devices and wire from the control panels. Tie new KMC DDC controllers into the existing network. Replace any input devices that are not compatible with the KMC DDC controllers. Modify all Iconic?s Genesis32 software and graphics to display the appropriate data and controls for the air handlers, boilers and pumps. Modify existing alarming and trending to include appropriate alarm and trend points. Field-test all new communications for end-to-end wire continuity. Verify software points on Iconic?s Genesis 32 screens. Verify all new alarms and points for trending. Provide updated documentation in addendum form for the CMCS Operations & Maintenance Manual. Provide two eight-hour days of training of the system modifications to the building manager and other personnel. Install KMC Net View devices with each new DDC controller. All work shall be conducted to the applicable minimum standards and specifications of the United Facilities Guide Specification UFGS-23 09 54.00 of April 2006 titled, ?Direct Digital Control Systems.? (Copy must be included with submitted quote.) Label all controllers, wiring and devices. Contractor will deliver by Federal Express a minimum of 4 sets of completed drawings and specification document and a copy of all installed equipment manuals to the facility and project managers. (viii) Place of performance is DISA SMC Oklahoma City, 8705 Industrial Blvd, Bldg 3900, Tinker AFB, Oklahoma City OK. (ix) FAR 52.246-1 applies to this acquisition. Award will be based on technically acceptable low offer.(x) The following FAR clauses apply to this acquisition: 52.203-6 Alt1, 52.204-4, 52.209-6, 52.212-1, 52.212-3, 52.212-4, 52.212-5, 52.216-24, 52.216-25, 52.219-6, 52.225-13, 52.227-2, 52.233-3, 52.252-2, 52.252-6, 52.253-1. (xi) The following DFARS clauses apply to this acquisition: 252.204-7003, 252.204-7004 Alt A, 252.209-7004, 252.212-7001, 252.225-7001, 252.225-7012, 252.225-7016, 252.232-7003 (access to clauses can be made via http://FARSITE.HILL.AF.MIL).
