- BASE OPERATIONS MARKET SURVEY, 2006 BACKGROUND: The Defense Logistics Agency is conducting a market survey in preparation of public-private competitions for installation services at multiple sites. These services include: facilities maintenance and repair; family housing maintenance and repair; utilities systems operation, maintenance and repair; grounds maintenance and repair; equipment maintenance and repair; mail services; retail supply operations; records and document management; architect and engineering for local projects and passenger services. The Service Provider will be responsible for managing and determining the number and types of labor categories to perform the services. It is being contemplated to combine three to five geographically separate sites into one solicitation. This competition process will follow the guidelines described in the revised OMB Circular A-76. This survey is to solicit ideas and opinions from experts in the field to develop the solicitation as well as to determine interested sources. Would you have the capability to perform the described services at more than one geographical location under a single contract? 8. What is the maximum number of separate sites that one organization could ensure adequate performance/management? 9. What are recommended commercial practices from a contract perspective for these types of services? 10. What type of pricing structure is used in commercial contracts for these services? 11. From a Prime Contractor perspective, what services normally would be subcontracted out? 12. What are the methods the commercial industry uses for monitoring performance? 13.
