Description
C.1 DESCRIPTION The intent of the contract is to provide for maintenance of the traveled way project roads described herein including shaping, compacting, and spot scarifying damaged areas, such as potholes, washboards, and ruts. The Contractor shall furnish labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in accordance with the drawings, specifications, and provisions of the contract. Payment for work will ONLY be made for and under those pay items included in the Schedule of Items. ALL other work and materials will be considered as incidental to and included in the payment for pay items shown. Mobilization is incidental to other bid items and will not be paid for separately. C.2 LOCATION The specified roads to be maintained are located in the Juneau area. Road segment lengths and trailhead parking areas are summarized below. Dredge Lake Road (road # 8447, maintenance on 0.2 miles) From the intersection of Mendenhall Loop Road and Glacier Spur, travel 0.037 miles northwest to Dredge Lake Drive. Dredge Lake Road begins where the Dredge Lake Drive pavement ends. Maintenance responsibility is from this point to and including the parking area of the trailhead. Herbert River Road (road #8454, maintenance on 0.8 miles) Herbert River Road intersects the Glacier Highway at milepost 28. Maintenance responsibility is from the edge of highway pavement to and including the trailhead parking area. Auk Village Recreation Area (road #8459, maintenance adjacent to 0.81 miles) From Glacier Highway at milepost 20, access the Auk Village Recreation Area road to milepost 0.12. Maintenance responsibility is from milepost 0.12 to 0.93. Lena Cove Picnic Area (road #8451, maintenance on 0.3 miles) From the intersection of the Glacier Highway at milepost 17 and Lena Loop Road, travel west approximately 0.1 miles to Lena Cove Picnic Area road. Maintenance responsibility is the road and parking areas of Lena Cove for 0.3 miles. C.3 GOVERNMENT FURNISHED PROPERTY No Government property, services, facilities, or transportation will be furnished. C.4 WORK SCHEDULING Within 10 days of the Notice to Proceed, the Contractor will provide a work schedule for contract work to be approved by the Contracting Officer (CO). The schedule for work will meet Juneau District timing requests, within reason. Before work commences on any work item, the Contractor shall notify the CO 24 hours prior to start up. The Contractor shall also notify the CO 24 hours in advance of changes in the established work schedule. The Government may require changes in the schedule, and will give written notice of such changes not less than 24 hours prior to work. Upon completion of individual Contract Items, the Contractor will immediately notify the CO. The Contractor shall perform contract work when moisture conditions are suitable to accomplish shaped and compacted road and parking surfaces. In conditions of too much moisture, work shall be postponed. In conditions of too little moisture, the Contractor shall provide a water truck to create appropriate moisture conditions. Deviations from the work schedule may be approved in writing by the CO. C.5 EQUIPMENT REQUIREMENT AND LIMITATIONS All equipment used under this contract shall be of sufficient size and in such mechanical condition to ensure timely completion of work in compliance with contract requirements. Equipment will be approved in writing by the CO prior to use. Each piece of equipment used must be equipped with a spark arrester qualified and rated under USDA Forest Service Standard 5100-1, unless it is equipped with a turbine-driven exhaust supercharger such as the turbocharger. Each piece of equipment shall be provided with a chemical fire extinguisher meeting one of the following specifications: 1 each 2 1/2 lb. size or larger extinguisher of dry chemical type; 1 each 4 lb. size or larger extinguisher of carbon dioxide type. Contractor shall test or check each extinguisher for proper functioning prior to the beginning of the fire precautionary period. Each grader and roller compactor shall be provided with one serviceable round point shovel. Extinguisher and shovel shall be so mounted as to be readily available. C.6 OPERATOR QUALIFICATIONS The Contractor's equipment operators shall be expected to have journeyman knowledge in order to properly perform the necessary work in an efficient, skillful manner. The Contracting Officer may require the Contractor to replace any operator considered lacking in this requirement. Operators must exercise caution and care when working to prevent undue conflict with public users of the roads. C.7 WARNING SIGNS The Contractor shall post warning signs on both ends of the road section being worked to warn road users of the work in progress. All signs shall conform with Section 6B of the Manual on Uniform Traffic Control Devices. Signs will be moved, as needed, not to precede the work area more than 0.5 miles. Signs shall be posted only when grader and roller are actually working. A reflectorized "slow-moving vehicle" emblem shall be attached to all pieces of equipment. Berms left overnight or over weekends, due to weather or break-down, shall be posted as a hazard and visibly illuminated at night in accordance with the "Manual on Uniform Traffic Control Devices". C.8 TECHNICAL SPECIFICATIONS C.8.1 Scarifying Where potholes, ruts or washboards are present, the area 20 feet before and 20 feet beyond the pothole, rut, or washboard shall be scarified the full width of the traveled way to an elevation below the base of damage, and shall have sufficient passes to remove the pothole, rut, washboard, etc. C.8.2 Blading and Shaping Blade and shape the existing traveled way and shoulders, including turnouts and parking areas, to remove minor surface irregularities. Maintain the cross slope or crown for surface drainage. Establish a blading pattern that will retain the surfacing on the roadbed or parking area and provide a thorough mixing of the materials within the completed surface width. Roadside cutbanks shall not be undercut. Widened sections at curves, turnouts, parking areas and intersections shall be included with the blading of the traveled way. The shoulder line shall be definite, continuous, and smooth, with no abrupt changes in horizontal or vertical alignment. Blading shall be done in such a manner to neither widen nor narrow the existing travel-way. Existing aggregate surfacing material shall be bladed to conserve suitable surface material. Blading shall not be performed unless sufficient moisture is present to prevent segregation, enable compaction, and/or blading shall not be performed when excess moisture prevents proper blading and compaction. Hand labor is required to remove rocks or other material remaining on the traveled way after the final blading that are 3 inches or larger. Blading and shaping shall not be allowed to proceed more than 0.5 miles ahead of the roller. All road segments that are bladed and shaped on any given day shall be compacted according to Section C 8.3 on the same day. C.8.3 Compaction Upon completion of blading and shaping, the entire traveled way shall be compacted with the roller compactor. A minimum of 3 passes shall be required. (A pass is defined as a one way trip along the section of road being compacted.) Compaction will take place under adequate moisture conditions. Upon completion of rolling, any appreciable deviation in the road surface shall be reshaped and rolled. Berms of material caused by road maintenance operations shall be removed from the traveled way prior to the end of each day's work and not left in place overnight, on weekends, or over holidays, except as stated in Section C.7. C.8.4 Damage to Structures The Contractor shall be held liable and responsible for any damage caused by his/her personnel or equipment to any existing bridges, culverts, signs, or riprap protecting culvert inlets. Repair of structures damaged by the Contractor's operations shall be the Contractor's responsibility at no cost to the Government.
