- The U.S. Department of Commerce/ National Oceanic and Atmospheric Administration (NOAA)/ National Weather Service (NWS)/Space Environment Center (SEC) intends to award a research and development services type contract for Geostationary Operational Environmental Satellites (GOES) Solar Data Product Analysis Services. The Request for Proposals (RFP), which is currently being prepared, will require Offerors to propose a technical approach and budget for five individual tasks relating to the processing of GOES Solar Instrumentation data to occur in the one year base period and one or two additional tasks to be performed in the following one year optional performance period. During the base period, there will be one task for the Solar Ultra-Violet Imager (SUVI), two tasks for the Extreme Ultraviolet Sensor (EUVS) and two tasks for the Solar Coronagraph (SCOR). If adequate progress is made during the first performance period, and funds are available, the Government will then elect whether it wants to exercise an option for one or two additional SUVI tasks regarding analysis for SUVI flare location. The resulting contract will be a firm fixed price contract. In addition to the individual task requirements, the successful contractor will be involved with routine telephone conferences, kickoff meeting and progress reviews. This acquisition is expected to be awarded under NAICS Code 541990, size standard of $6.5 million and will be based on full and open competition. The estimated date for release of this solicitation is on or about July 24, 2006, with a planned closing date of August 24, 2006. Parties registered to receive notification will be notified by FBO via email of the documents availability. Proposal Evaluation: Offers will be evaluated using a best value approach. The evaluation factors shall be (1) Technical Qualifications, (2) Past Performance and (3) Cost Price. The evaluation factors other than cost or price are more important than cost or price. The Government reserves the right to make an award based on initial offers, so offerors should not wait to provide their best proposal. If needed, the Government will establish a competitive range and conduct negotiations with all offerors with a chance of getting an award. Mandatory Clause: As of October 1, 2003, the Mountain Region Acquisition Division requires that all contractors doing business with this acquisition office must be registered with the Central Contractor Registry (CCR).
