Wolfe Ave., Edwards AFB, CA 93524 SUBJECT: EXPLORE THE STRUCTURE-PROPERTY RELATION SHIP OF POSS COMPOUNDS BY USE OF SYNCHROTRON X-RAYS AT ADVANCED PHOTON SOURCE (APS) REF NO.: F1SBAA6157BG03 DUE: 10 July 2006 POC: Deanna Wright, deanna.wright@edwards.af.mil; 661-277-7706 (ph), 661-275-7859 (fax) DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) part 13. ?Offeror Representations and Certifications? per 52.213-4 -- Terms and Conditions ? Simplified Acquisitions (Commercial Items , Simplified Acquisition Procedures, to Michigan State University. This acquisition is unrestricted. The NAICS code is 541710. The following item will be procured: The request is for a one time service contract that will provide non-personal services for all labor, tools, materials, and facilities to explore and understand the fundamental structure-property relationships of polyhedral oligomeric silsesquioxane modified block co-polymers. AFRL/PRSM and the contractor will work together to define material selection and testing protocols. Additionally, AFRL/PRSM and the contractor will hold regular teleconferences to track the progress of the program. AFRL/PRSM will provide mutually agreed upon quantities and types of materials to the contractor. The contractor will prepare nanocomposite films from materials provided by AFRL/PRSM. The contractor will use synchrotron X-rays at Advanced Photon Source (APS) to study the influence of external fields (mechanical and thermal) on nano-structured polyhedron grafted to different domains of block copolymer. The mechanical and thermal analysis includes, but is not limited to, in-situ investigation of the effect of thermal and tensile deformation stimuli as well as in-situ rheological measurements. Contractors interested in this requirement should submit a complete technical quote, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include any special requirements for a Research and Development contract in accordance with FAR Part 13. Anticipated Award date is 12 July 2006.
