- COMBINED SYNOPSIS/SOLICITATION AIRCRAFT RESTORATIVE PAINTING (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quote (RFQ). Submit written quotes on RFQ reference number FA2517-06-T-6036. (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. (IV) This solicitation is being issued as a small business set-aside; the associated NAICS code is 811121. The size standard is $6.5 million. If quoted prices are approximately equal, preference will be given to service disabled veteran owned vendors. (V) This combined synopsis/solicitation is for the following commercial item: Painting Static Display Aircraft P-40 ?Warhawk?, Painting Static Display Aircraft EC-121T ?Warning Star? and Painting Aircraft Access Equipment ?Airstairs?. (VI) Description of requirements are as follows: Statement of Work 1. Contractor must be experienced in providing museum-quality work and provide acceptable samples and references to the Peterson Air and Space Museum. 2. Contractor shall provide all personnel, equipment, tools, material, supervision, or other items and services necessary to prepare and paint the following Peterson Museum aircraft: P-40 ?Warhawk?, EC-121T ?Warning Star?, and ?Airstairs?, including high lifts/cherry pickers, scaffolds, generators, compressors, barriers, and safety equipment. Preparation will include pressure washing (except as specified) to remove all dirt, and loose paint. Damaged areas will be repaired to match or compliment original surface material. Surfaces to be refinished will be hand-sanded and primed using PPG DPLF epoxy primer or similar quality primer. Due to the nature of local weather conditions, contractor may be required to begin work as early as 5 am to complete daily work before high temperatures and inclement weather rises in the late afternoon. 3. Painting will consist of applying PPG DCC Concept urethane topcoat (or similar quality) to match original paint color and scheme. Required colors and scheme will be historically accurate and provided by Museum staff. Contractor shall apply historically accurate lettering, insignias, decals, or other aircraft/missile markings necessary for the display time period, as specified by Museum staff. Paint and procedures should provide a 5-7 year outdoor life or greater if possible. Contractor must provide a one year warranty against any flaking, peeling or oxidation. Contractor must provide written information for maintaining paint. A list of all proposed paints and supplies must be provided to Base Bioenvironmental for approval prior to work. 4. Work on the P-40 ?Warhawk? and EC-121T ?Warning Star? will be conducted on-site. All work must be coordinated through the Peterson Air and Space Museum staff. All efforts must be made to avoid overspray on or around objects (vehicles, buildings, landscaping, etc.). When possible, a 50 ft cordon must be established around the aircraft work area. If necessary, erect a tent or other device around the work area. 5. Work accomplished on Museum or Peterson Air Force Base property will comply with all Air Force environmental policies, instructions, and Environmental Protection Agency guidelines or regulations. Any chemical items used will be approved in advance by Peterson AFB Hazardous Materials Management Program team. Contractors are required to comply with all Federal, State, County, City, Base Bioenvironmental, OSHA, EPA and/or any other applicable guidelines pertinent to outdoor preparation/painting of static displays; included is the collection and disposal of waste materials. All waste will be collected for examination by the Base Bioenvironmental Engineer prior to disposal. Waste will be disposed according to the Base Bioenvironmental guidelines. Option 1: Painting Static Display Aircraft P-40 ?Warhawk?. This aircraft requires restorative painting on upper wings, nose, rear horizontal stabilizers, and upper fuselage if necessary. Option 2: Painting Static Display Aircraft EC-121T ?Warning Star?. This aircraft requires restorative painting of decals and other distinctive markings located on the fuselage. This aircraft will be washed, as per statement of work, paragraph 2, but NOT pressure washed. Option 3: Painting Aircraft Access Equipment ?Airstairs?. This aircraft access equipment requires restorative painting of decals and other distinctive markings, all surface structures, and replacement of rubberized steps and bumpers. (VII) Place of delivery is Peterson Air Force Base, CO 80914; 30 calendar days after award of contract. Period of Performance is to begin no later than 30 Sep 2006. (VIII) FAR 52.212-1, Instructions to Offerors ? Commercial Items (Jan 2006), applies to this acquisition. In addition to written quotes, offerors are instructed to provide a capability statement describing qualifications to perform requirements listed at paragraphs V and VI. (IX) Price shall be used to evaluate quotes. (X) The offeror must ensure that Online Representations and Certifications have been submitted at https://orca.bpn.gov/. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Sep 2005), applies to this acquisition. (XII) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Apr 2006). Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) (5i) (14) (15) (16) (17) (18) (26) and (31), (c) (1) and (2). (XIII) The following clauses are also applicable to this acquisition: 252-212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items; including 252-232-7003, Electronic Submission of Payment Requests. As stated in paragraph (VI)(3) above, the contractor must provide a one year warranty against any flaking, peeling, or oxidation. (XIV) The Government intends to award a Firm Fixed Priced contract resulting from this solicitation.
