- The U.S. Army Corps of Engineers New York District intends to issue an Invitation For Bid (IFB) to award a firm fixed price contract for Dredging of South Brother Island Channel, East River Maintenance Dredging. This project requires dredging between 104,235 cubic yards and 262,565 cubic yards of material from the channel with subsequent placement at the Historic Area Remediation Site (HARS). This work requires the use of an environmental bucket such as a clamshell dredge, which must be able to operat e in a minimum of 37 feet of water. The project will also require use of ocean-going tugs and scows to transport material to the HARS, which is located approximately 45 miles from the dredging area. The selected contractor will be required to commence wo rk within five (5) calendar days after date of receipt of the notice to proceed, to prosecute said work diligently and to complete the entire work ready for use no later 20 to 40 calendar days after the receipt of the notice to proceed. If a large business , no award will be made unless Small Business Sub-Contracting Plan is accepted and approved. The plan must address maximum efforts to utilize Small Business, Woman Owned S.B, Hubzone S.B, Veteran Owned S.B, and Service Disabled Veteran Owned S.B. This pro ject is being solicited as an UNRESTRICTED procurement. The applicable NAICS Code is 237990 with a Small Business Size standard of $18,500,000. The SIC Code is 1629. The estimated price range for this project is between $500,000 and $1,000,000. The med ia selected for the issuance of solicitations and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project are the Internet and CD-ROM. Paper copies of this solicitation, and amendments, if any, will not be available or issued. Solicitation documents for this construction effort will be available on or about 12 July 2006. The Bid opening date will be on or about 12 August 2006 at 2:00 P.M.
