Description

On or about 27 July 2006, the US Army Engineer district, Alaska will issue a Invitation for Bids for the Construction of the Truck Loading Facility at Fort Richardson, Alaska using the Competitive 8(A) Sealed Bid process per FAR 19.8. Bidders are ad vised that a contract resulting from this solicitation is contingent upon Congressional approval. Should Congress not authorize this project or appropriate the funds, the solicitation will be cancelled. If the project is cancelled, all proposal preparati on costs will be borne by the offeror. Description of Work: Project provides for a state of the art truck loading facility with the capability to load ten trucks at one time at variable height levels, in accordance with mobilization support time tables a nd the Army Power Projection Program (AP3) requirements. The project will provide ten truck multi-level loading positions, adjacent supporting hardstand, operational lighting, an operations facility with latrine, warehouse, and security fencing for AT/FP and lock down of deploying unit equipment. Supporting facilities include utilities; electric service; exterior lighting; paving; walks; curbs and gutters; fencing and gates; storm drainage; information systems; site improvements; and antiterrorism measure s. Solicitation is an 8(a) Competitive restricted to Alaska including all of Region 10 and Region 9. Contractors shall have experience working in remote areas and artic regions. Contractors shall comply with DFARS 252.222-7000  Restrictions on Employme nt of Personnel (MAR 2000) The Davis Bacon Act applies to the solicitation. NAICS code for this project is 236220, Size Standard is $31.0 M. The proposed acquisition will result in a fixed-price contract. The estimated construction cost for this project is between $3,000,000 and $5,000,000. All contractors are advised that they must be registered in CCR and ORCA (http://orca.bpn.gov). Joint ventures must also be registered in CCR and ORCA as a joint venture. We advise contractors begin this process wh en they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the CCR database will make an offeror ineligible for award. (Reference DFAR 252.204-7004, Required Central Con tractor Registration). This solicitation will be available in electronic format only on the Federal Technical Data Solutions (FedTeDs) website in electronic format at https://fedteds.gov. This system has replaced the Alaska District Electronic Bid Sets (E BS) website. All proposal forms, bonds, and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium.
