- Presolicitation Notice: The National Park Service (NPS) is currently planning to award a contract for the re-roofing of the Administration and Maintenance Buildings at Dinosaur National Monument. A) For further information call or e-mail: Joe Gatlin, Contract Specialist, 303-969-2660, joseph_gatlin@nps.gov. B) Brief Description of Project Scope: Line Item 1: Administration Building Roof: The work consists of removing the wood shake roofing system, fascia, and miscellaneous flashing. The work consists of installing new roofing felt (on top of existing roof sheathing) and a new metal panel roofing system over the entire roof. The work also consists of installing associated trim, fascia, soffit, gutters and downspouts, flashing, accessories, and other areas as listed within the specification section of the solicitation. Line Item 2: Additive A: Maintenance Building Roof: The work consists of removing existing roof gravel, perimeter drip edge, and accessories; and installing a new thermal barrier cover board on top of the existing built-up felts, and installing a new fully adhered single-ply membrane roof and wall flashing; including accessories. New insulation is required along the eaves and for patching former roof penetrations. Line Item 3: Unit Cost Relating to Additive A: Replace Felts and Insulation at Maintenance Building Roof: If existing felts and rigid insulation are found to be wet, then remove damaged materials. Provide and install new rigid insulation to match existing thickness of felt and insulation system, approximately 5" total. C) All responsible sources that are classified as Hub Zone Certified Small Businesses may submit a proposal which shall be considered by the National Park Service. D) Estimated Price Range: Between $100,000 and $250,000. E) The RFP and construction documents shall be available, without charge, through www.fedbizops.gov. F) Pre-proposal conference and site visit: Information regarding the exact time, date and location of the site visit will be included in the solicitation. G) Proposed Contract Type: Firm Fixed Price. H) Schedule: All dates are tentative and may change. Offerors should refer to the RFP for exact dates. Issue request for Proposals: 07/18/2006: Pre-proposal conference and site visit 07/28/2006, Proposal due date 08/18/2006; Award contract 009/01/2003; Issue Notice to Proceed 09/15/200`6; Completion of contract performance 11/01/2006. I) Evaluation Criteria / Factors: Selection will be based on price and non-price factors and award will be made to the offeror presenting the Best Value to the Government. The non-price factors are listed in descending order of importance *** Non-price factors *** A. OFFEROR'S CAPABILITY 1) Demonstrated Capability in the following areas: a. Metal Panel Roof System: Offeror shall describe their experience relating to the installation of metal panel roofing systems, accessories, and flashing. Include any relevant experience regarding the installation of a metal panel soffit systems and gutters and downspouts. b. Membrane Roof System: Offeror shall describe their experience relating to the installation of a membrane roof systems (EIP or PVC), accessories, and flashing. Include any relevant experience regarding the installation of rigid insulation systems. 2) Key Personnel Qualifications: Offeror shall provide resumes for the proposed project manager and project superintendent/foreman. 3) Subcontractors (if used): Offeror shall provide a list of subcontractors and give a brief history of the offeror's relationship with each subcontractor, including the number of projects that have been completed together. B. OFFEROR'S TECHNICAL APPROACH TO PROJECT 1) History: Offeror shall provide a brief history of the company. 2) Approach: Offeror shall describe the approach for accomplishing the work required in the RFP. Offeror shall describe the general sequence of the construction work, key challenges, and any specific strategies to ensure that the project is completed on time. Offeror shall describe strategies will be used to manage suppliers and subcontractors (if used). C. PAST PERFORMANCE: Offeror shall provide information about past performance on up to five projects of similar complexity; including project name, brief description of the contract, total contract value, period of performance, and name and phone number of the client contact *** Price *** All evaluation factors other than price, when combined, are significantly more important than pric
