- The Department of Navy intends to issue a Request for Proposal (RFP) under Solicitation N62472-06-R-2208 for Weight Handling Equipment (WHE) preventative maintenance, maintenance inspections, load tests and repairs for the Naval Undersea Warfare Center Division, Newport, RI. The work includes providing all labor, management, supervision, tools, materials, facilities, transportation, incidental engineering, equipment, and other items necessary to provide WHE preventative maintenance, inspections, load tests and repairs. This acquisition will be issued as a TOTAL HUB-ZONE Set-Aside under NAICS Code 811310. The small business size standard is $6,500,000. The approximate solicitation release date is 30 June 2006. The Government will select the offeror whose proposal provides the lowest price and is technically acceptable to the Government. The Factors to be evaluated are, Corporate Experience, Personnel Experience, and Price. Negotiations may be conducted. Offerors will be advised that the award may be made without discussions, exchanges or any clarifications concerning the proposals received. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions with the offerors to allow proposal revisions. In accordance with NAVFAC P-307, Section 13, all Contractor personnel performing maintenance, inspection, testing, etc., services on Navy owned WHE shall have obtained and possess the required certifications specified within NAVFAC P-307, in Table 13-1. All repair and maintenance work shall be performed by technicians specifically trained and qualified to perform work on the designated Weight Handling Equipment. Load Tests, Non-destructive Tests and completion of Certification forms shall only be carried out by individuals technically experienced and qualified to perform these services. Certification records for each employee will be forwarded to the Facility Crane Program Manager for inclusion in the Crane Program management files. Contractor employees shall also have the necessary OSHA certifications for operation of forklifts and personnel lifts, in accordance with ANSI A92.5 and A.92.6 regulations. In addition to the training records, the Contractor shall verify in writing that the employees assigned have hands on knowledge and experience and are qualified to perform services. This is an Indefinite Quantity Contract with one base year and a provision for four option periods not to exceed a total of 60 months. Award will be made to the lowest priced technically acceptable and responsible offeror. This procurement will be issued as a NAVFAC Electronic Facilities Support Contract with online ordering using DoD EMALL. Acceptance of Government Purchase Credit Cards is required along with the purchase of DoD EMALL Encrypted Software. Prospective offerors must register for this project on the NAVFAC Electronic Solicitation Internet web site, www.esol.navfac.navy.mil to receive notification of availability of solicitation documents. The Issue Date, proposal Due Date, and Award date stated in this notice are approximate dates. An official Offeror's Mailing List will be maintained on-line and can be printed from the web site. The Offeror's List will not be faxed. Recording companies are also required to register. Notification of any changes to this solicitation (Amendments) shall be made only on the Internet. It is therefore the Contractor's responsibility to check the above listed address daily for any posted changes to solicitation's plans and specifications. Per the Debt Collection Improvement Act of 1996, the DOD Federal Acquisition Regulation Supplement (DFAR) has been amended to require all contractors to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Be advised, for solicitations issued after May 31, 1998, failure to register in CCR may render an offeror ineligible for award of DOD contracts. Information regarding this registration may be obtained by accessing the web site www.ccr.gov or by referring to DFAR Subpart 204-73. Offerors should submit verification of their firm's registration in the CCR Database with their offer.
