Description
In support of the military efforts in Afghanistan and Iraq, the Department of Defense has an urgent need to procure portable systems to counter the threat posed by radio controlled Improvised Electronic Devices (IEDs). The Naval Sea Systems Command is soliciting information from industry regarding the availability of mature systems for mounted (motor vehicle mounted) Counter Radio Controlled Improvised Explosive Device Electronic Warfare (CREW) missions. The purpose of this Request for Information (RFI) is to identify potential: (1) mounted CREW systems capable of supporting immediate mounted CREW requirements and; (2) programmable CREW test devices that will indicate that the operating condition of these CREW systems. Systems proposed to support the immediate mounted CREW requirement should be mature (TRL 7 or above) and ready for immediate fabrication and test, and rapid follow-on production in quantity. The Department of Defense is currently developing specific requirements and specifications for this effort. The following general, unclassified requirements for mounted CREW systems are applicable: a) Be capable of being programmed to meet ECM operational requirements by a designated and trained individual. The system should support rapid field reprogramming to address emerging threats. b) Avoid interference with Blue Force communications and other operating systems. c) System must be able to operate using the common timing protocol (CTP) d) System shall have a minimum operational reliability of 90% with a MTBF of at least 790 hours, and a minimum availability of .85. e) System size weight, volume, form and fit should have a minimal impact on the function and performance of the military vehicle/platforms in which it is installed. f) The system must address threat signals at operationally effective distances. g) The system must be capable of effectively addressing multiple threats. h) The system must have antenna and mounting components that minimize interference with the warfighter?s, vehicle?s, and convoy?s operational effectiveness. It is highly preferred that responses include solutions for both systems (i.e. the Mounted CREW System and the Programmable Test Device); however it is NOT mandatory that responses address both systems. Responses must include; system description, performance specifications and parameters, the overall capabilities of the system(s) against the above general requirements (including all possible power sources that the system is capable of using, the TRL of the system with justification, any/all additional detailed information regarding the system capabilities/performance (prior testing, test reports, etc.), summary of logistics, training, & maintenance requirements, system cost (in quantities of 1000, 2000, 5000, 10,000, and 20,000), and system production rates (to include lead time for first delivery and ramp up rates). Also, responses must include a cost estimate for five (5) Mounted CREW systems and/or two (2) Programmable Test Device. Deliveries are anticipated to be required in August/September. Additionally, companies shall include a cost estimate for system support during a 12 week test and evaluation period at various locations within the U.S., include cost data for: a. On call, one day response from vendor to test site to resolve any issues with the system being tested. b. Two training sessions (one on East coast of US, one on West coast) to train personnel on proper system operation & routine maintenance. c. Any and all parts and repairs necessary for the five (5) Mounted CREW systems and two (2) Programmable Test Devices during the 12 week period. Responses may be in any format, and electronic submissions are acceptable and preferred. If responding to both the immediate and near-term provide a separate and separable response for each system. The Government may elect to conduct one-on-one discussions with Industry based on its analysis of the RFI responses, the quality of submission, and the level and specification of the information provided. Please note the Government is under no obligation to conduct these sessions. The information provided in response to this RFI will be used to support urgent, on-going, initiatives within DoD to analyze emerging requirements for mounted CREW systems and ultimately may result in the Government developing and issuing a RFP for respondents. The information provided is for information only and is not a Request for Proposal or announcement of a solicitation.
