Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/ solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ Number is N00140-06-T-0032. This solicitation incorporates provisions and clauses in effect through FAC 2005-06 and DFARS Change Notice 20050930. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside action. The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office requests responses from qualified sources capable of providing Graphic Design Services, for production of the Navy Supply Corps Newsletter on the World Wide Web. The Navy Supply Corps Newsletter, the Professional Journal of the Navy Supply Corps, is a bimonthly magazine that appears in print at: http://www.navsup.navy.mil/portal/page?_pageid=477,357594,477_357696&_dad=p5star&_schema=P5STAR. See current issues for an example of the end product. The .pdf file accompanying the online version of each issue on the web is provided by the government.) This contract is for the production work necessary to prepare six issues of the Newsletter for direct viewing on the Web. The printed version of the Newsletter is produced in black and white while the web version uses color. Scope: The contractor shall layout six issues of the Navy Supply Corps Newsletter for use on Oracle Portal based Naval Supply Systems Command Web site from 1 September 2006 and continuing through 31 August. 2007. Requirements: The Newsletter is posted within an Oracle Portal and requires html files and Web friendly photos and graphics. Using the text from the Pagemaker file originally developed for print, color photos, and color graphics provided by the government, the contractor shall develop html files of the Newsletter content for display on the World Wide Web. Photos and graphics may have to be sized for Web use. The contractor shall also update the Newsletter home page by creating the cover icon for each issue and placing it along with a text summary of the issue in the Oracle Portal. The text summary will be provided by the Newsletter editor or designated representative. The icon shall be provided to the government as a separate file for use as a link to the Newsletter from the Naval Supply Systems Command home page. The contractor shall perform the work every other month as indicated in the deliverables schedule. All software and development tools used by the contractor shall be compatible with Oracle Portal. Preferred software is Macromedia Dreamweaver for developing html, and Adobe Photoshop, ImageReady, and/or Illustrator for handling graphics and photos. Work shall be performed on the contractor's premises and no software or supplies will be provided by the government. The contractor shall be required to apply for and obtain a Department of Defense PKI to access the Newsletter portion of the NAVSUP public portal. The contractor shall work with the Web page manager at Navy Supply Information Systems Activity to see that the loading of the portal is accomplished. Performance Standards: The current Oracle Portal template shall be used to perform each deliverable. The Oracle Portal for each issue of the Newsletter shall be prepared and ready for posting seven working days after receipt of the government furnished material. If the government furnished material is provided in a piece-meal fashion, the due date shall be from the contractor's receipt of the final piece of material. All articles from each issue provided in the Pagemaker file shall be prepared in its entirety for the Web with no deviation unless specifically directed by the government POC. Each issue shall contain no more than three typographical errors outside of those that may have been in the original Pagemaker file. Due dates shall be met within one day unless otherwise directed by the Newsletter editor or designated representative. The final product shall be viewable in its entirety via Web browsers on PCs and Macintosh systems to include but not limited to Microsoft Internet Explorer, Netscape, Opera, Firefox, and Safari. Files shall be posted to the Oracle Portal in a hidden status allowing review by the government POC before public availability is made. Deliverables: Completed web layout of Sep, Oct Navy Supply Corps Newsletter: Due 14 days from receipt of Government-furnished material; Completed web layout of November and December, January and February, March and April, May and June, and July and August Navy Supply Corps Newsletter: Due 7 days from receipt of Government-furnished material. Period of Performance: 1 September 2006 through 31 August 2007, and for four consecutive 12-month option periods. Performance Summary: Performance Objective--Performance standard--Performance Assessment Use Oracle Portal to develop Newsletter for the web--Prepared files are compatible with Oracle Portal--Newsletter editor or designated person will review the completed web version before it is provided for public reading. Newsletter files are prepared and ready for posting 7 working days after contractor receives input--Contractor uploads files to NAVSISA server no later than 8th day after receipt of final materials--Newsletter issue is available on the portal no later than 8 days after final materials are provided to the contractor. No more than three typographical errors--Copy is proofed by the contractor and not more than three typographical errors appear in the web version--Newsletter editor or designated person will review the Web version for errors. All articles in original Newsletter Pagemaker file are converted for Web--No articles are missed and all copy, graphics and photos from each article appear in the web version--Newsletter editor or designated person will review the Web version for missing material. Web version of Newsletter is viewable on PC and MAC Web browsers--When opened on various browsers all text, photos and graphics appear in the format designated by the Newsletter Web Oracle template--Newsletter will be viewed by Newsletter editor or designated person on multiple browsers to test final outcome. Remedies: When performance is below standard for a deliverable, the contractor will correct the problems at no additional cost to the government. Responsibility and Inspection: Unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provisions and clauses are applicable to this procurement. 52.212-1; 52.212-2; 52.212-3 and its ALT I; 52.212-4; 52.212-5, including 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37; 52.217-9 (a: 30-days); and 52.232-36. Quoters are reminded to include a completed copy of 52.212-3 and it?s ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7000 Offeror Representations and Certifications?Commercial Items, and 252.212-7001. The evaluation factors for award are technical capability to meet the requirements of the RFQ, price and past performance, with technical capability and past performance of equal importance, and each individually more important than price. Past Performance factor: The quoter shall submit, as part of its quote, information on previously performed contracts or on-going contracts that are similar to the statement of work/item description in the solicitation performed for Federal, State or local Governments, and for commercial firms. Information shall be provided on either 1) all such contracts within the past three years, or 2) the last three such contracts performed, whichever is fewer, and shall be limited to the name and address of the organization for which the product was supplied and services were performed and the number (phone, fax or Internet) of a contact for each contract listed. The quoter should not describe past performance history in the quote. The information should include, however, discussion of any major problems encountered on the contracts listed and the corrective actions taken to resolve them. The information may also include a description of any quality awards earned by the quoter. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Quoters lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance. However, the quote of a company with no relevant past performance history, while not rated favorably or unfavorably for past performance, may not represent the most advantageous quote to the Government and thus, may be an unsuccessful quote when compared to the responses of other quoters. The quoter should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. The assessment of the quoter?s past performance will be used as a means of evaluating the relative capability of the responder and other competitors to successfully meet the requirements of the RFQ. The Government will give greater consideration to the contracts that the Government determines are most relevant to the RFQ. Central Contractor Registration (CCR): Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. IT requirement: Note: All information technology items must be Year 2000 compliant. Year 2000 compliant means information technology that accurately processes date/time data (including, but not limited to, calculating, comparing and sequencing) from, into and between the twentieth and twenty-first centuries, and the years 1999 and 2000 and leap year calculations. Furthermore, Year 2000 compliant information technology, when used in conjunction with other information technology, shall accurately process date/time data if the other information technology properly exchanges date/time data with it.
