- NASA/LaRC has a requirement for a hot wire anemometry system. The system will be used to form part of a data acquisition system for rotorcraft aeroacoustics testing that will be conducted in various wind tunnel facilities. The system includes: One StreamLine main frame (part# 90N10); one StreamWare software (part# 90S10), one set LabVIEW Drivers for StreamLine (part# 54S52); six StreamLine CTA modules with signal conditioner (part# 90C10); one StreamLine temperature module (part# 90C20); one Resistance thermometer {1-micron wire} (part# 55P31); two Miniature wire probe, straight (part# 55P11); two Probe Support, short, straight, 4 mm. (part# 55H20); two Mounting tube, right-angle, long, 4 mm diameter (part# 55H153); one Shorting Probe, single sensor (part# 55H30); two Miniature X wire probes, straight (part# 55P61); two Probe Support, short, straight, 6 mm (part# 55H24); two Mounting tube, right-angle, long, 6 mm diameter (part# 55H240); one Shorting Probe, dual sensor (part# 55H31); one StreamLine air/gas calibration system (part# 90H10), comprising calibration module (part# 90H01), with 5m calibrator inter-connecting cable, and StreamLine flow unit with 4 nozzles (part# 90H02); one Air purifier Filter unit for StreamLine calibration system, incl. 10 m air hose (part# 90H04); one Motorized Pitch/Yaw manipulator for 90H10 StreamLine calibration system, including motor controller- 110V (part# 5278S02). NASA/LaRC intends to purchase the items from Dantec Dynamics Inc., the only known responsible source. This new hot wire anemometry system will replace older 2 and 4-channel systems that are often in need of repair, and are unreliable over long test durations. The current system includes no provision for calibration or temperature compensation. The new system must retain the 6-channel capability of the old system and provide for calibration and temperature compensation. Furthermore the system must be completely compatible and with existing LabVIEW data acquisition and control software. Dantec Dynamics, Inc. is the only known responsible source providing a system that provides full anemometer calibration and temperature compensation capability and Labview interfaces, and programs for data acquisition and control. The sole source authority for this item is FAR 13.106-1(b)(1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 10, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
